Wage: $161,766 - $192,516

SUMMARY

The Chief Information Officer (CIO) provides progressive and focused information technology vision and leadership to the organization. The CIO understands core business, gaming, hospitality, and governmental requirements and researches potential new technologies that will address these requirements to increase quality of service and decrease cost of delivery. This position will lead IT strategy and digital transformation across all business lines with a deep understanding of industry best practices. The CIO will align IT strategy and planning with the Tribal Council's business goals and objectives while delivering measurable value. This executive role will build and maintain a high performing organization that champions change and builds favorable partnerships with business leaders, vendors and Tribal Citizens. The CIO will advise the Tribal Council of the direction related to technology, products and services.

ESSENTIAL QUALIFICATIONS
  • Bachelor's degree in the field of management information systems or computer science; a master's degree or other advanced coursework is highly desired.
  • Minimum of 10 years of experience leading a team of IT professionals in multiple specialty fields
  • Minimum 2 years senior level or C-suite experience
  • Specialized experience in IT for gaming industry and governmental IT is strongly preferred
  • Demonstrated security experience with HIPAA, PCI, and Public Safety
  • Demonstrated knowledge of advanced principles of information technology architecture, strategic information technology planning, digital transformation and IT security
  • Broad-based business and technical acumen in all aspects of IT including full IT life cycle, budget management, resource allocations and software development
  • Demonstrated success in managing large cross-functional teams and flexibility to influence people at a variety of levels, internally and externally
  • Demonstrated ability to conceptualize, launch and deliver multiple technology projects on time and within budget
  • Experience with project management methodologies/tools and development of technology lifecycles and implementations
  • Excellent leadership skills, well-defined interpersonal skills and outstanding communication skills
  • Experience with implementation of IT integration projects for a large organization
  • Must be able to obtain and maintain a gaming license


DUTIES AND RESPONSIBILITIES include but are not limited to the following:
  • Define and implement a strategic technology roadmap across a wide range of technical capabilities. This includes defining metrics to measure results.
  • Ensure that the Gaming enterprise has an information security program which includes policies and procedures to protect corporate communications, systems and assets from both internal and external threats
  • Create and lead digital transformation strategies that align with the company's business objectives and drives business efficiency and growth.
  • Identify opportunities for innovation in technology solutions and leverage emerging technologies to gain competitive advantage.
  • Foster a culture of collaboration, innovation and continuous improvement.
  • Analyze overall operations of Information Technology functions and recommend cost effective enhancements to continually improve the systems and provide a return on investment.
  • Lead Business Intelligence and data analytics strategy ensuring business requirements and strategic initiatives are delivered and realized.
  • Ensure that all IT operations are conducted in accordance with all applicable tribal, state, and federal gaming regulations.
  • Access and mitigate IT-related risk, ensuring business continuity and disaster recovery plans are in place and tested.
  • Ensure the reliability, security, and scalability of IT systems, including gaming systems, to meet current and future business needs.
  • Develop and oversee the IT budget, monitor expenses, and justify investments based on business value and ROI.
  • Collaborate with Tribal Directors and Enterprise VPs and Directors to develop project budgets and timelines and ensure these timelines are met; projects are successful and come in at or under budget.
  • Identify opportunities for appropriate and cost-effective investment of financial resources in Information Technology systems and resources, including staffing, sourcing, purchasing and in-house development.
  • Manage relationships with external vendors and service providers, ensuring cost-effective contracts and service delivery.
  • Responsible for management of recruitment, development and retention of Information Technology staff in accordance with organizational budgetary objectives and personnel policies.
  • Prepare and assist with external, independent, and internal audits as required.
  • Advise, counsel and educate the Tribal Council on the latest technology's competitive and financial impact.
  • Maintain effective working relationships with all entities under the MBPI Tribal Government and Tribal Citizens.

PHYSICAL REQUIREMENTS
  • Requires normal, corrective vision range, the ability to see color and the ability to distinguish letters, numbers and symbols
  • Must be able to sit for the duration of the shift
  • Manual dexterity to operate job related equipment
  • Work is typically in an office environment with tasks performed in a sitting or non-sitting position in a confined area
  • Performance of job duties will require standing, walking, lifting, reaching, pushing, pulling, twisting and grasping


CONDITIONS OF EMPLOYMENT
  • Must possess a valid driver's license, reliable transportation, and be insurable
  • Ability and willingness to travel as necessary; locally and out of town, including overnight stays, to attend various conferences, trainings and meetings
  • May require non-traditional hours, including working evenings, weekends and holidays as required to meet program requirements and deadlines
  • Work is typically performed in an office environment. However, work may be conducted in the casino, which may be unusually hot, cold, noisy and may contain secondhand smoke. Work may be performed in small areas with a 3-ft. wide access


SUPERVISORY RESPONSIBILITIES

Has supervisory responsibility over staff as outlined in the Gun Lake Tribes Organizational Chart and as assigned by the Tribal Chairman and Tribal Council.

This position will have access to information that is security sensitive and thereby subject to additional provisions.
