DESCRIPTION
The purpose of this classification is to plan, direct, and manage the operations and staff responsible for the operation and administration of information technology for the Consolidated Government. This position is directly responsible to the Administrator to ensure efficient and effective operation of information processing and computer applications and ensures that all information systems operate in compliance with internal and legal regulations.
PRINCIPAL DUTIES AND RESPONSIBILITIES
MINIMUM REQUIREMENTS
Education: Bachelor's Degree in Information Science, Computer Science, Information management, or related field is required. Master's Degree preferred.
Experience: Five (5) years of work related experience in management of information processing and computer application with a minimum of four (4) years of supervisory experience.

PRINCIPAL DUTIES AND RESPONSIBILITIES
- Collaborates with clients, staff, professionals, vendors, and others as necessary to determine the most practical and desirable technical solution in keeping with the organization's needs; assesses and respond to information technology needs; serves on related planning and policy-making committees; negotiates contracts with vendors; and coordinates contract bid and approval processes.
- Develops and implements long- and short-term plans, goals, and objectives for department: researches, assesses and develops strategies to meet current and future issues and concerns regarding Consolidated Government information technology needs; and implements needed changes, modifications and/or enhancements.
- Advises Consolidated Government administrators and Board of Commissioners regarding information technology activities, programs, operational issues, training, and initiatives: and prepares and presents reports on information technology activities as required.
- Identifies emerging information technologies to be assimilated, integrated, and introduced within the Consolidated Government's infrastructure: assesses new computing technologies and the feasibility of system enhancements to determine potential value for the organization; and ensures that the Consolidated Government stays current and competitive with respect to IT infrastructure and services.
- Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.
- Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to the Consolidated Government Administrator.
- Develops, implements, and updates policies and procedures for department: formulates and develops work methods and practices, policies, standard operating procedures, and training programs; monitors implementation of rules and regulations; and updates policies and procedures as required.
- Develops, defends, and implements department budget: determines budget allocations for staffing, equipment and capital improvement needs; monitors expenditures and revenues to ensure compliance with approved budget; and maintains related documentation.
- Perform other duties of a similar nature or level.
MINIMUM REQUIREMENTS

- Familiarity with the principles and techniques of computerized information management, system design and analysis, programming, hardware, software, problem solving, and communications
- Knowledge of budgeting, performance measures, and strategic planning
- Proficiency in administrative principles and practices, including goal setting and program budget development and implementation
- Proficiency in acquiring and maintaining skill sets on new and evolving technologies
- Proficiency in concept of interpreting trends and standards of the information industry, and relevant local, state, and federal regulations
- Mastery of relevant county ordinances and departmental policies and procedures
- Good communication skills, both oral and written
Licensing/Certification:
