Job Purpose: Directs the financial institutions entire lending program and supervises all phases of the lending operations. Responsible for the financial institutions involvement in secondary market activities, including negotiations for all loan participations and purchases. In conjunction with the CEO, the Chief Lending Officer acts as liaison between the company, board, Federal Deposit Insurance Corporation, Missouri Division of Finance, and other regulatory agencies to ensure compliance with banking legislation.

Job Purpose: Directs the financial institutions entire lending program and supervises all phases of the lending operations. Responsible for the financial institutions involvement in secondary market activities, including negotiations for all loan participations and purchases. In conjunction with the CEO, the Chief Lending Officer acts as liaison between the company, board, Federal Deposit Insurance Corporation, Missouri Division of Finance, and other regulatory agencies to ensure compliance with banking legislation.
Duties and Responsibilities:
- Supervises all lending operations, including activities in departments for loan origination and loan servicing.
- Has responsibility for training of department personnel; reviewing and evaluation performance; and recommending salary adjustments, promotions, discharges and other personnel-related actions.
- Originates in conjunction with the Chief Credit Officer the Loan Policy and underwriting guidelines, subject to final approval, and communicates such to all personnel involved in loan origination and persons authorized to approve loans.
- Assists in negotiations and maintains contacts with insurance companies whose policies for life, health and accident, and hazard insurance protection are offered to loan customers and prospects.
- Negotiates all loan participations and purchase agreements, inspects properties held for collateral, reviews applicable loan documents, effects settlement, and maintains files and servicing for such loans.
- Regularly reviews cash flow projections with the Chief Financial Officer to determine cash needs to meet loan demand, excess cash for investment and borrowing requirements.
- Responsible for the review and presentation of all major loan requests, as defined by board policy, with the Loan Committee, Discount Committee, and or Board of Directors for their consideration and approval or rejection.
- Provides functional direction and supervision to the Banks' lending staff, and reviews monthly Board loan reports.
- Ensures key controls over financial reporting are designed and operating effectively for respective areas.
- All other duties now existing or as assigned.
Qualifications:
- Minimum of bachelor's degree in business administration, finance or related field.
- Minimum of 15 years' experience in Agriculture, Commercial Real Estate, C&I, Mortgage, Consumer Lending, Finance and Marketing.
- Knowledge of lending policies and procedures, including state and federal regulations.
- Strong financial analytical and underwriting skills.
- Ability to evaluate and train others.
- Knowledge of loan participation and purchase agreements.
- Knowledge of secondary marketing programs.
Working Conditions:
- This job operates in a normal office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Requirements:
- This position requires manual dexterity, the ability to lift files and open filing cabinets. This position requires bending, stooping or standing as necessary.
- Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
- Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
