Description

Under general direction of the Manager, Capital Program Division, supervises a team of project managers, construction managers, construction inspectors and consultant program managers for the project management, liaison, inspection, and contract administration for the design, construction and modification of County buildings and structures.
Typical Tasks

  • Participates in the development of project scope, budget, funding, and schedule;
  • Participates as a member of consultant selection committee and participates in for fee negotiations and approval of contracts;
  • Communicates among the County, consultants, and other interested agencies or parties;
  • Responsible for keeping construction projects within approved budgets and their schedule; analyzes claims and approves consultant/contractor payment requests;
  • Participates in public hearings; prepares and presents project status reports;
  • Provides guidance to subordinate staff and consultants on project criteria, regulations, codes, standards and schedules;
  • Identifies and manages responses to CEQA, ADA, energy conservation, and other special requirements;
  • Participates in the development of strategic facilities plans and assessments of existing structures;
  • Reviews and approves technical reports, and contract documents to assure adequacy, and compliance with project constructability and cost efficiency;
  • Supervises the inspection and approval of the completion of construction projects;
  • Works with subordinate staff to ensure timely close out of completed projects;
  • Develops policy and procedures to ensure quality control of all construction and inspection related functions.

Employment Standards

Sufficient education, training, and experience to demonstrate the attainment of the knowledge and abilities listed below:

Experience Note:The knowledge and abilities necessary to perform the duties of this position would typically be acquired by training and experience equivalent to a Bachelor's degree from an accredited college in a related field such as Engineering, Architecture, or Construction Management
and

Three (3) years increasingly responsible experience as a construction manager or project manager for facilities construction projects including extensive experience in managing public sector facilities projects.

Demonstrated knowledge of:
  • Public contracting, construction, inspection and design practices including quality assurance and quality control, building codes, all aspects of capital project management, and supervision of technical staff.
Ability to:
  • Supervise the analysis of departmental needs relating to large and complex construction projects and participate in the preparation of project scope, budgets, and schedules;
  • Supervise the planning and program administration of large and complex design and construction projects;
  • Supervise and train subordinate staff;
  • Supervise culturally diverse groups of subordinate staff
  • Manage small to large facility construction, alteration and repair projects
