The Chief of Operations OPS and Architecture on the Origin IV program is responsible for the overall success of sustainment operations for a customer's IT portfolio spanning over 30 systems and across several disciplines, including Service Operations / Call Center, Network Engineering, COMSEC, System Administration, Information Security, Procurement, Asset Management, WAN Services Management, and Configuration Management. This position also includes assisting the program with new architectural ideas and enhancements to existing IT solutions. The Chief of OPS and Architecture will present new ideas to Chief Engineer, who controls system baselines on the program. They will work together to steward the technical direction of the program. This position also manages an O&M team consisting of 65 FTE, providing leadership and direction to the Engineering, Operations, and Security Mangers within the O&M Team. This person is responsible for the overall strategic vision of the operational baseline as well as the processes and procedures followed by O&M personnel. The Chief of OPS and Architecture works closely with the customer, ensuring their needs and concerns are addressed expeditiously, systems are maintained, patched, and properly secured, and that these systems remain operational per defined Service Level Agreements (SLAs).
Primary Responsibilities
The Chief of OPS and Architecture is a Key position on the Origin IV contract and is in charge of the Award Fee portion of the program. The successful candidate will oversee all IT Operations & Maintenance support in a fast-paced, mission-oriented environment. He/She will be the primary focal point to the PM and COTR for all operational tasking on program, developing briefings and other reporting materials to status all aspects of the O&M team's work. He/she will also collaborate with the COTR on any new solutions or architecture changes in support of the mission and any new security vulnerabilities. Specific duties include but are not limited to:

Pay Range: Pay Range $122,200.00 - $220,900.00

- Providing operations-related technical oversight and guidance over the O&M portfolio of work, ensuring all activities, risks, and interdependencies are identified, documented, tracked, and resolved
- Conceptualize new ideas and solutions related to all technical aspects of the program. Work with engineers and the Chief Engineer on designs and feasibility of proposed solutions
- Ensuring positions are staffed with seasoned and qualified resources who are dedicated to the resolution of IT issues
- Ensuring all IT systems are in compliance with customer security directives and guidelines
- Ability to respond to operational issues on a 24x7 basis, ensuring that the appropriate resource is dispatched to perform resolution activities and that the customer is adequately informed
- Maintaining successful execution of the O&M program within the terms of the customer SLAs and ensuring development of 'return to green' plans for any metrics that are not met
- Performing strategic reviews of all aspects of the O&M team workload, identifying improvement areas and suggesting criteria for development of solutions
- Identifying standardization activities to achieve efficiencies in policy and process improvements
- Maintaining up-to-date documentation and procedures for all systems
- Maintaining effective communications and coordination among Stakeholders for both planned and unplanned outages, including an up-to-date communication plan with calling tree by site
- Direct management of Client Server and Network Managers as well as overall responsibility for a team of 65 FTE
- Mentoring of first line managers as well as other program personnel in order to build skillsets and encourage growth of team members
- Development of briefings and documents such as the bi-annual Award Fee Self-Assessment, Board of Directors level briefing charts, and IT process documentation
- Ability to take a holistic view of the entire Origin portfolio to assess areas for improvement and lessons learned and work with the larger team to implement process improvements that benefit all aspects of the program (involving close coordination with the Investments Manager and the Chief Engineer)
- Providing Engineering Change Proposal (ECP) support and responses to the PM for delivery to the customer
- Requires a Bachelor Degree in Electrical Engineering, Computer Science, or equivalent plus 8 years of experience OR a Masters Degree and at least 6 years of experience which should include 4 years of supervision or leading team or projects
- Must have a TS/SCI with Polygraph in order to be considered. Candidates who do not currently possess an active TS/SCI with Polygraph will not be considered.
- Working knowledge of industry standards and best practices related to project and program management
- A minimum of 15 years cumulative experience in an IT field discipline (engineering, project management, etc.)
- Experience building program plans, schedules, scope, and Work Breakdown Structures in Microsoft Project
- Experience with programs deploying IT solutions
- Experience leading large technical teams, including sub-contractors and other government contractors
- Demonstrated expertise in strategic planning/roadmap development and execution for large operational or complex organizations
- Experience in the design and development of functional, technical, or security requirements
- Experience in IT process improvement through software automation
- Expertise in leading complex organizations in a fast paced operational environment with the ability to quickly shift team priorities as customer priorities change
- Demonstrated strong leadership
- Sound technical and project management skills
- Strong customer service approach
- Strong communication skills, both verbal and written, including the ability to communicate technical concerns and accomplishments at a management level
- Attention to detail in writing, reporting, and communicating
- MS or equivalent professional experience and specialized education
- PMP or equivalent
