General Definition of Work
The chief of police, under minimal supervision, performs senior-level work with extentsive decision-making discretion directing and supervising the Charlotte Mecklenburg Schools' Police Department (CMS PD) to ensure a safe environment for students, staff, and visitors. The position oversees the investigation of all offenses occurring to or upon district-owned property and enforces all general and criminal law within jurisdiction of the district. Employee performs both school-based and district-level work to carry out Board of Education policies under the direction of the Chief Operations Officer.
Essential Functions
Adhere to all state, federal, and local laws, policies, and procedures
Lead, manage, supervise, and evaluate assigned staff/programs
Develop, recommend, and implement policies, regulations, and procedures regarding the district safety and security operation to ensure a safe environment for students, parents, staff, and community members
Direct the security assessment of school sites and advise on CCTV for CMS sites
Monitor enforcement of NC State law and district regulations on school buses, which are considered an extension of the classroom, and subject to jurisdiction by CMS police officers
Conduct investigations assigned by the Superintendent or designee, and process all criminal or civil charges with the appropriate authorities
Coordinate on the acquisition of security equipment and CMS Police vehicles that are appropriate to the needs of schools and CMS law enforcement
Establish appropriate procedures and routines for securing and checking district facilities during times and days when facilities are not in use
Supervise and coordinate security at all regular Board of Education meetings, student events and at other public meetings
Review and recommend adjustments in security plans for all district athletic events, graduations, or other large-scale school events to ensure the safety of everyone involved
Consult in planning and designing new facilities to ensure reasonable security standards
Monitor and participate in the development and administration of the department budget
Maintain a working relationship with local police, fire, and other safety and security-related organizations
Maintain a reporting system for the determination of burglary, theft and vandalism losses to the district and all offenses reported to the police department
Coordinate and provide security outlay for dignitaries and other political and educational visitors of the school system
Respond to inquiries regarding the safety and security of students, personnel and property
Advise principals of student criminal involvement or arrest
Develop and deliver presentations; prepare reports and other correspondence
Participate in professional development workshops and leadership training
Create an inclusive environment with positive communication/public relations
Perform related work as assigned or required
Education and Experience
Bachelor's degree in criminal justice, law enforcement, or related field required
Master's degree preferred
Minimum of five (5) years of law enforcement experience in supervisory and/or administrative positions required
Equivalent combination of education and experience
Special Requirements
NC BLET and NC law enforcement firearm qualification required
FBI National Academy or AOMP preferred
Possess and maintain a valid driver's license or ability to provide own transportation
Travel to school district buildings and professional meetings
Knowledge, Skills, Abilities
Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies related to safety, security, and law enforcement
Comprehensive knowledge of enforcement and investigative laws at state, local and federal levels
Thorough knowledge of county and school board policies, procedures, and standards regarding safety and security
Knowledge of overall operations of police departments, criminal investigations, police report writing and criminal law
Ability to maintain professional and emotional control under stress
Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
Ability to inspire trust and model high standards of integrity and ethical behavior
Ability to delegate authority and hold others accountable
