General Description

Position is responsible for managing the Division of School Leadership and Support Services. Ensures significant student achievement gains at the school level as measured by school improvement data. Works independently under general public policies and established budget; decisions/actions impact the entire system and may require extensive evaluation to determine effect. Directs and evaluates administrative and professional staff; requires extensive judgment and initiative.
Essential Job Functions

Essential Job Functions:
  • Collaborates with the Superintendent, the Deputy Superintendent and direct reports to ensure that school programs and services support optimum academic achievement for students.
  • Provides leadership, supervision and evaluation for the Department of School Leadership, Department of Student Support Services, and Department of Continuous School Improvement.
  • Analyzes academic performance of schools and coordinates decision making of division-wide school operations and instruction with outcomes for students.
  • Coordinates with principals, the Department of Budget and Management and the Department of Human Resources and Talent Management to recommend staffing needs for schools.
  • Recommends establishment and/or revisions to existing policies and regulations for School Board approval.
  • Directs implementation and revision of curriculum and instructional evaluation techniques and methodologies.
  • Coordinates annual plan related to instructional division and for the development and administration of the division budget.
  • Maintains contacts at all organizational levels both internal and external to the school system to interpret, recommend and execute programs and policies. Represents the division and/or superintendent at various meetings and functions.
  • Maintains awareness of and advises the Superintendent, Deputy Superintendent and other officials of changing requirements and the implementation and dissemination of mandated programs, policies and procedures by state and federal agencies.
  • Works collaboratively with senior staff to ensure that all programs and services support optimum academic achievement for all students.
  • Coordinates with the Director of Continuous School Improvement on a rigorous School Improvement and Innovation Plan (SIIP) process that results in improved student achievement.
  • Ensures the alignment between the division's strategic plan and schools.
  • Provides leadership in the areas of coaching, school improvement planning, principal professional development, and evaluation.
  • Ensures the effective management, coaching, and mentorship of school leaders in ways that drive significant student achievement gains.
  • Supports the differentiated professional development of administrative staff to ensure they have the skills to select, develop and evaluate principals.
  • Creates collaborative and effective communication channels between central office staff and school administrators.
  • Performs other related duties as assigned.

Budgetary Responsibility:
Oversees the development of the budget for all departments under Instruction.
Report Preparation:
Numerous memoranda and reports for the Superintendent and School Board.
Equipment Operation:
Utilizes relevant software and equipment..
Contacts:
Contacts are made at all levels within and outside the school system, including School Board members, various government and state officials, general public, parents and citizens. Requires the handling of highly sensitive information.
Work Direction/Supervision:
Director of Equity and Student Support Services, Director of High School Leadership, Director of Middle School Leadership, Director(s) of Elementary School Leadership, Director of Continuous School Improvement.
Decision Making:
Makes independent decisions in the best interest of the school division to meet division goals and objectives. The position has signature authority for the Superintendent. The position interprets federal and state law as well as county and School Board policies and procedures.
Formal Policy-Setting Responsibilities:
Recommends establishment and/or revisions to existing policies and regulations for School Board approval.
Physical Demands:
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead. May be required to lift boxes and other materials up to 25 pounds.
Work Environment:
The employee regularly works in an office or school environment, the noise level is quiet to moderate.

Qualifications

Extensive knowledge: of the principles, concepts and methodologies of public school administration, instructional and support programs and the organizational structure of the public school division; of related federal, state and local statutes, regulations and policies; of student assessment to include, but not limited to: Virginia SOL's, SAT, ACT and alternative assessments; of curriculum design, development and implementation; of management and leadership principles and practices; and of budget management, strategic planning, policy development and the processes that effectively engage stakeholder groups on important issues. Demonstrated ability: to handle sensitive, difficult situations and information; in problem solving, decision-making and leadership skills; ability to analyze data, summarize and present alternatives to the Superintendent and School Board; to coordinate and integrate various instructional programs and communicate effectively; and to build strong relationships, motivate and inspire employees and community stakeholders.
Requirements

Must hold a valid Virginia Postgraduate Professional license with an endorsement in Administration and Supervision. An advanced degree in school administration or related area and extensive administrative experience in a public school setting is required, doctorate preferred. Must hold a valid Virginia Driver's license.
