Provide leadership to direct service operations and transportation services to ensure high quality and comprehensive Head Start services are delivered to children and families enrolled in all Head Start centers in every direct service region.

Purpose:
Provide leadership to direct service operations and transportation services to ensure high quality and comprehensive Head Start services are delivered to children and families enrolled in all Head Start centers in every direct service region.
Key Responsibilities:
- Lead program planning and development to ensure school readiness and full implementation of ECMHSP goals.
- Collaborate with Directors to develop community assessments, recruitment strategies, and grant applications.
- Oversee transportation services to maintain cost-effective, efficient, and compliant operations.
- Develop and monitor regional and departmental budgets while securing additional funding and in-kind resources.
- Ensure adherence to procurement policies and support financial management across all regions.
- Actively participate in board, policy council, and management meetings to represent ECMHSP.
- Foster external partnerships and advocate for the needs of migrant and seasonal farmworker families.
- Implement monitoring systems to guarantee compliance with federal, state, and ECMHSP regulations.
- Provide supervision, coaching, and performance evaluations to build a high-performing team.
Qualifications:
- Master's degree in Human Services, Education, or Management.
- Minimum of 10 years of experience in a Head Start Program.
- At least 8 years in a Director-level administrative/management role.
- Expertise in program planning, early childhood, and Head Start development.
- Proven skills in managing and supervising early childhood and transportation services.
- Training in budget planning, grant writing/reporting, and data analysis.
Skills, Knowledge and Ability:
- Strong leadership in program planning, strategic management, and organizational development.
- Expertise in Head Start Management Systems and evaluating organizational effectiveness.
- Excellent negotiation, supervision, and decision-making skills.
- Strong communication skills, with proficiency in Microsoft Word, Excel, and Outlook.
- Ability to work under pressure and with diverse staff; bilingual in English and Spanish preferred.
