Description:

Easterseals MORC is looking for a Chief Operating Officer.

The Chief Operating Officer (COO) will provide strategic and operational leadership for all program operations including behavioral health, autism services, intellectual and developmental disabilities, and long-term care programs. This executive position is responsible for ensuring operational excellence, quality of care, and sustainable long-term success of existing and future program offerings. Reporting to the President & CEO, the COO will ensure the highest quality of service delivery through the effective coordination of all operational activities focused on advancing exceptional healthcare services within the Michigan communities served.

Primary Responsibilities

Strategic Leadership & Operations Management

  • Lead the development and execution of operational strategies that advance organizational goals while ensuring optimal care to individuals and families served, and operational efficiency
  • Oversee all program operations, including behavioral health services, autism programs, and intellectual/developmental disability services
  • Ensures strong partnership with the CEO, Chief Medical Officer and senior/leadership team in the development and implementation of cross-agency programs, new strategic initiatives, operational policies, and growth initiatives
  • Drive operational excellence through performance metrics, quality improvement programs, and best practice implementation
  • Partner with senior leaders in the evaluation, planning, and integration of strategic acquisitions and partnerships, ensuring successful operational alignment and cultural integration
  • Develop, lead, and launch new service lines, including market analysis, operational planning, and implementation oversight


Clinical Operations & Quality of Care

  • Ensure delivery of high-quality, person/family-centered care across all service lines while maintaining compliance with regulatory requirements and accreditation standards
  • Ensure strong collaboration between program leadership and Chief Medical Officer in the development and implementation of clinical protocols, care delivery models, and quality improvement initiatives
  • Monitor and analyze clinical outcomes, satisfaction metrics, and operational KPIs to optimize service delivery and the experience of persons served
  • Lead initiatives to expand access to care while maintaining high clinical standards and operational efficiency
  • Design and implement innovative care delivery models that align with evolving payment models and funding sources


Financial & Contract Management

  • Navigate and optimize complex funding streams including Medicaid, Medicare, commercial insurance, and state/federal grants
  • Develop and maintain strategic relationships with key payers, managing complex contractual arrangements and payment models
  • Lead the development of value-based care initiatives and alternative payment models
  • Partner with the Chief Financial Officer (CFO) to ensure revenue cycle activities within administrative operations drive accurate data capture to ensure optimal reimbursement and financial sustainability
  • Manage operational budgets across multiple funding sources and service lines
  • Collaborate frequently with CFO and finance function to drive financial planning and analysis for current and new service lines, managing budget variances and taking corrective action as needed


Administrative & Operational Excellence

  • Oversee site operations across multiple locations, including safety protocols and resource allocation
  • Direct access and intake processes to optimize workflows, reduce wait times, and improve service accessibility
  • Lead process improvement initiatives to enhance operational efficiency and reduce costs while maintaining service excellence
  • Design and implement scalable operational models that support organizational growth and new service line development
  • Manage vendor relationships and third-party service contracts to ensure optimal service delivery and cost effectiveness


Team Leadership & Development

  • Provide direct supervision to clinical and quality VP's, directors, and administrative leadership teams under hierarchy
  • Foster a culture of collaboration, accountability, and continuous improvement across all operational areas
  • Work collaboratively with the Chief Human Resources Officer to develop and implement workforce strategies to attract, retain, and develop top talent
  • Build and maintain strong relationships with key stakeholders, including staff, persons served, families, and community partners
  • Lead change management initiatives during integrations and service line expansions


Qualifications:

  • Must possess a Master's degree in Social Work, Counseling, Psychology or related clinical area; OR possess a Master's degree in Healthcare Administration, Business Administration, or closely related field.
  • 15+ years of progressive leadership experience in healthcare operations, with at least 8 years in senior leadership roles
  • Extensive experience in operations of behavioral health, disability services, or similar healthcare services, programs, or settings
  • Experience leading large, complex healthcare organizations with multiple service lines and locations
  • Demonstrated success in managing complex payer relationships and funding streams
  • Track record of successful service line expansion and integration initiatives
