SUMMARY
The Chief Operations Officer is responsible for developing and executing daily operations and management strategies in support of overall business goals and strategic direction for the Tribal Government, its subsidiaries, enterprises and affiliates. The Chief Operations Officer oversees and acts with delegated authority for Government Administration. The Chief Operations Officer acts as a governmental liaison to Gun Lake Casino Executive Management on behalf of the Tribal Council. The Chief Operations Officer facilitates and negotiates with other agencies and represents the interests of the Match-E-Be-Nash-She-Wish Tribal Government to local, state and federal government agencies. The Chief Operations Officer is tasked with facilitating strategic planning and initiatives, change management, financial objectives and cultural changes as defined by the Tribal Council.

ESSENTIAL QUALIFICATIONS
- Graduate degree in the field of Business Administration or Public Administration with at least five years of senior executive-level experience
- Minimum of three years of demonstrated Director level experience partnering with Human Resources Administration, Finance Administration, Tribal Gaming and Tribal Government operations, inclusive of Health and Human Services (HHS) or a combination thereof; OR
- Bachelor's Degree with ten years in a senior executive-level position that includes;
- Minimum of five years of demonstrated Director level experience partnering with Human Resources Administration, Finance Administration, Tribal Gaming and Tribal Government operations, inclusive of Health and Human Services (HHS), or a combination thereof
- The Chief Operations Officer should have a proven track record of success in mentoring, coaching, and most importantly, managing large, cross-functional teams. This is a key aspect of the role and requires strong collaborative leadership skills
- Demonstrated leadership skills, well-defined interpersonal skills and outstanding communication skills
- Effectively communicates Council decisions to achieve understanding and acceptance by demonstrating good judgment in selecting the proper mode of communication
- Demonstrated knowledge of laws, codes and agency regulations that apply to Tribal Government
- Demonstrated ability to successfully develop a communication strategy and plan to effectively inform both the Council and supported teams on all aspects of business operations
- Performs effectively despite sudden deadlines and changing priorities while handling multiple demands from superiors and subordinates
- Demonstrates a strong ability to identify, analyze, and solve problems. Makes effective use of all organizational resources to solve problems
DUTIES AND RESPONSIBILITIES include but are not limited to, the following:
Government Operations:
- Manage and mentor executive-level positions assigned, including strategic planning, critical thinking, succession planning and proactive people solutions. Gives close attention to successor management
- Plan, organize, direct, and provide leadership to all operational, finance and human resources functions, services and activities, including reporting to Tribal Council on any matters that require legislative action
- Collaborate with the Executive Management team to develop strategic plans, sound policies and best practices in the area of labor relations and personnel management, operational oversight and fiscal accountability
- Provide analytics for the Tribal Council and the Government Leadership team, to capitalize on initiatives that will improve efficiency and performance
- Lead compliance efforts with all applicable Tribal or federal laws, regulation or policy
- Initiate policy and procedure, or re-engineer processes to ensure the conservation of Tribal financial and personnel resources while enhancing overall performance
- Translate the strategic and tactical business plans into operational plans with measurable outcomes for all assigned areas and staff
- Evaluate and advise Tribal Council and Government Leadership team on the impact of long-range planning, of new programs/strategies and regulatory actions, as those items develop or influence Tribal Government and enterprises
- Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries, and markets
- Administer management, oversight and employee relations in a manner consistent with the traditional value system of the Gun Lake Pottawatomi
Fiscal Responsibilities:
- In conjunction with the Gun Lake Tribe CFO and Gun Lake Casino Executive Team, create/plan and implement a financial growth strategy for the Tribal Government and Tribal businesses
- Provide leadership in the development and continuous evaluation of short and long-term strategic financial objectives and reports on Tribal Council for the same
- Correlate operational and financial data to ensure the financial impacts of decisions are reported. Will be responsible for possessing a thorough understanding of the Fiscal Preparedness Plan and will carry out the requests of the Council
- Assist the CFO in the creation of control structures to protect the financial assets of the Tribe and its enterprises
- Negotiate directly with BIA, IHS and other funding agencies
- Ensure compliance with AFA agreements and grant funding agency requirements in the delivery of services
Enterprise Responsibilities:
- Collaborates with and serves as a liaison to the Gun Lake Enterprise operational leadership including reporting to the Tribal Council on any matters that require legislative action for business entities of the Tribe
- Provide directional oversight on behalf of the Tribal Council concerning all functions, services, and activities to ensure strategic goals and growth are met
Additional Responsibilities:
- Participate in Tribal Citizen activities and other Tribally-sponsored events that support Tribal sovereignty, culture and custom
- Provide guidance, support and empower leadership teams to ensure successful achievement of assigned responsibilities and goals are achieved for all aspects of Gun Lake Tribal Government and Enterprise functions
- Displays high standards of professional conduct, ethics and procedures through the acceptance and demonstration of the preamble, vision, mission and values of the organization

- Knowledge of the Bureau of Indian Affairs, Indian Health Services and other state/federal funding agencies
- Ability to think critically and strategically and function both independently and as part of a team
- Ability to maintain records, type reports and correspondence at a proficient and professional level
- Must possess excellent written, analytical and oral communication skills

PHYSICAL REQUIREMENTS
- Work is typically performed in an office environment; however, work may be conducted in the casino, which may be unusually hot, cold, noisy, and may contain second-hand smoke
- Requires normal, corrective vision range, the ability to see color and the ability to distinguish letters, numbers and symbols
- Manual dexterity to operate job-related equipment
- Performance of job duties will require standing, walking, sitting, lifting, reaching, pushing, pulling, twisting and grasping
CONDITIONS OF EMPLOYMENT
- Must be able to obtain and maintain a gaming license
- Ability and willingness to travel as necessary; locally and out of town, including overnight stays, to attend various conferences, trainings and meetings
- Will require some non-traditional hours, including working evenings, weekends and holidays as necessary to meet essential organizational management and strategic deadlines
