EMPLOYMENT
The Board of Education, upon the recommendation of the Superintendent, shall appoint the Chief Operations Officer. The annual period of service for the Chief Operations Officer shall be 225 days.
PRIMARY FUNCTION
The Chief Operating Officer (COO) is an executive-level position responsible for ensuring strong strategic leadership and oversight of the operational functions of the school district. The COO provides comprehensive operational support across multiple functional areas, including, Maintenance and Custodians, School Nutrition, Nursing, and Transportation. The COO is additionally responsible for coordinating, monitoring, and prioritizing the department directors and workflow requirements for the efficient daily operations, activities, and services managed and provided by the Office of the Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership and Management Responsibilities:
Additional duties may be assigned as necessary.
Direct reports as assigned by the Superintendent.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership and Management Responsibilities:
- Provide leadership for the respective operational functions, including direct supervision of functional heads, as well as planning, organizing, directing, budgeting, and staffing for each function.
- Oversee daily activities of functional groups within Operations, including facilities, maintenance, custodial services, nursing, transportation, and food nutrition services.
- Develop and monitor the implementation of the District's Facilities Master Plan. Coordinate with architects and engineers in the development of plans and specifications for projects within the five-year plan.
- Build and lead an effective and cohesive Operations management team.
- Monitor Operations performance and provide updates to the Superintendent and Board as appropriate.
- Ensure conformity with all applicable Georgia and Federal laws, as well as State Board of Education and City Schools of Decatur Education Policy, Rules, and Regulations related to operational support.
- Assists the Superintendent in the implementation, evaluation, management, and reporting of the district's Strategic Plan as it pertains to operations.
Additional duties may be assigned as necessary.
- Meets goals and targets outlined in the Strategic Plan for operations and provides quarterly progress updates to stakeholders.
- Represents the Superintendent at various functions and on committees as assigned.
- Provides support to the Board as directed by the Superintendent.
- Monitors and updates Board policies.
- Oversees and monitors budgets for operational departments.
- Develops and revises procedures to ensure effective operations.
- Provides fiscal oversight for capital projects.
- Reviews system efficiency and recommends solutions.
- Ensures the integrity of all public bid processes.

QUALIFICATION REQUIREMENTS

EDUCATION AND EXPERIENCE:
- A Master's degree or higher in Educational Administration/Leadership, Business Administration, Engineering, Construction, Public Administration, or a related field.
- Excellent oral and written communication skills are required.
- Experience in public school systems.
- Demonstrated leadership with adults, managing multiple departments or personnel.
- Strong problem-solving abilities leading to cost savings.
- Extensive technical knowledge of facilities operations.
- Ability to oversee capital projects, maintenance plans, and funding requests.
- A minimum of seven (7) years of supervisory, administrative, or leadership experience in a corporate, public, or educational institution.
