Position Description
About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
What you will do at Harris County Flood Control District:

Harris County Flood Control District (District) is seeking an experienced, motivated and resourceful leader for the role of Chief Project Delivery Officer.

The Chief Project Delivery Officer is responsible for the planning and delivery of effective and efficient flood risk reduction capital projects and programs with a focus on flood resiliency, transparency, and accountability. The Chief Project Delivery Officer will serve as a strategic leader, working as part of a cross-functional executive leadership team, to deliver on strategic priorities and drive project and program completion through accountability.

Essential Functions and Duties:
Program & Project Management
  • Responsible for the development and delivery of the Flood Control District's Capital Improvement Program (CIP) from planning through construction.
  • Responsible for reporting out on status of the CIP in coordination with a cross-functional team that includes External Affairs, Finance, and
Programs & Partnerships Administrations.
  • Plans, develops, evaluates, and manages all functions of the Planning, Engineering & Construction Divisions.
  • Monitors trends regarding program and project status, risk, variances, and identifies steps to resolve and recover.
  • Supports development of annual budget (both operational and capital program delivery) and executes within established budgets.
  • Provides oversight for reporting on key performance indicators for capital program delivery.
Leadership & Team Management
  • Evaluates job performance and initiates or recommends hiring, disciplinary action, and termination of staff.
  • Meets regularly with staff to discuss and monitor workload and technical work efforts; identifies resolution to any identified issues or concerns.
  • Works collaboratively with the Flood Control District Executive team to provide updates, resolve issues, and establish measurable goals and objectives for each Division.
  • Reviews official directives and correspondence to ascertain changes prescribed in District policies and procedures as mandated by Commissioners' Court.
Policy & Procedure Development
  • Evaluates and recommends policies and procedures related to function and teams under project delivery.
  • Reviews standard operating procedures related to identify opportunities for continuous improvement.
Stakeholder Engagement & Reporting
  • Meets with outside engineering consulting firms, professional and community organizations, government representatives, and civic groups when necessary.
  • Reports on Flood Control District activities to Harris County Commissioners Court as requested.
Additional Responsibilities
  • Assist with various department projects as required.
  • Perform other duties as directed to meet the evolving needs of the District.

Requirements
Education:
  • Bachelor's degree from an accredited institution in Engineering, Construction Management, Flood Prevention/Risk Management. or a related field from an accredited educational institution
Experience:
  • Minimum of ten (10) years of experience in managing a large team to execute public works,drainage systems, and urban planning projects, preferably with a government agency of comparable size.
  • Minimum of five (5) years of experience designing, managing, constructing or operating major infrastructure projects and ability to read and interpret plans, specifications, and technical details.
  • Previous experience in managing and delivering a large, complex capital civil works program and familiarity with program management approaches and construction programs.
  • Experience in establishing, monitoring and tracking project and program budgets, schedules, as well as evaluating dependencies, risks.
  • Requires prior experience building strong relationships with community and professional organizations.
