What You'll Be Doing

Early Childhood Services (ECS) mission is to support children birth to five in Montgomery County with inclusive, family-focused programs. The program connects families to health, mental health, parenting education, early intervention, and early education while supporting our early care practitioners with quality enhancement, recruitment and retention, programmatic supports, and workforce development. As designated in the County's Early Care and Education Initiative (ECEI), the project will develop, support and finance both home and center-based childcare programs with quality enhancement and expansion efforts, particularly in areas with limited access to resources. This position will oversee the Child Care Facilities Project while managing a major contract for a Community Development Financial Institution (CDFI). Work will include:

  • Contract monitoring of a Child Care Facilities Fund for childcare quality enhancement and expansion projects in Montgomery County.


  • Provide strategic guidance to the Community Development Financial Institution (CDFI) on marketing initiatives to the childcare community, offering advice on effective strategies.


  • Monitor the implementation process of quality expansion funding for childcare providers, to ensure aspects such as design build-out, capital financing, credit enhancement, operational support, and technical assistance are carried out.


  • Track and assess policies that could impact project success.


  • Serve as liaison between childcare providers and CDFI.


  • Develop guides and tools to support start-up of new childcare programs.


  • Communicate, collaborate, and partner with a variety of internal and external stakeholders across the county.


  • Collaboration on major capital improvement projects in the Early Care and Education Initiative (ECEI), and any new County projects as they are developed (includes site visits).


  • Gather and analyze relevant data metrics to assess the impact and effectiveness of childcare expansion projects.


Minimum Qualifications

Experience: Thorough five (5) years professional experience in area directly related to childcare administration with a focus on financial management and operational support.

Education: Graduation from an accredited college or university with a bachelor's degree.

Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences

We will use interview preference criteria:

  • Experience in childcare administration.


  • Experience in planning, developing, executing, and monitoring contract work.


  • Experience utilizing Maryland's child care delivery system related to regulations (COMAR) and quality improvement areas (accreditation, Maryland EXCELS).


  • Bilingual Spanish/English
