The Children's Services Manager provides strategic oversight and leadership for a broad range of children's services programs and initiatives within Kandiyohi County. This position is responsible for ensuring the delivery of high-quality, evidence-based services, supervising staff, managing resources, and fostering collaboration with internal and external partners. The Children's Services Manager plays a critical role in advancing equity, serving at-risk children and their families, and achieving the department's vision of creating the best county to be a child.

Job Duties
Key Responsibilities
Program Development and Oversight
- Lead the planning, implementation, and evaluation of children's services programs to address community priorities and meet department goals.
- Ensure programs are aligned with local, state, and federal health policies and best practices.
- Lead the planning, implementation, and evaluation of the community health assessment and community health improvement priorities as set forth within the community health board.
- Assesses community needs, evaluates and plans agency children's services programs in relation to those needs, and assists in implementing and coordinating population-based activities and individual needs through planning programs.
- Fosters effective community-agency relations and facilitates agency/community projects as appropriate to improve client outcomes.
- Supervise and support a multidisciplinary team, including setting clear expectations, assigning responsibilities, and evaluating performance.
- Provide coaching, mentorship, and professional development opportunities for team members to enhance staff competencies and meet compliance with department standards.
- Coordinate staff training programs to enhance staff competencies and ensure compliance with department standards as necessary.
- Oversee the collection, analysis, and interpretation of program and community data.
- Use data to guide program planning, monitor outcomes, and address emerging trends.
- Ensure all programs meet local, state, and federal regulatory requirements.
- Maintain high-quality standards by implementing and monitoring quality improvement initiatives.
- Develop and enforce standard operating procedures and policies to promote operational excellence.
- Monitors records for correct and complete documentation and assures adherence to data privacy, record protection, HIPAA regulations, vulnerable adult and child policies and retention policies. Responsible for data exchange requests.
- Build and maintain relationships with community partners, local organizations, and state agencies to support collaborative children's services efforts.
- Confers with county attorney on legal matters as necessary.
- Represent the department in regional and state-level children's services related initiatives, ensuring the community's needs and priorities are addressed.
- Manage program budgets, ensuring the efficient allocation of financial and physical resources.
- Oversee grant activities and reporting to secure and maintain funding for children's services initiatives.
- Manage service contracts within program area, engaging with vendors and ensuring quality standards.
- Prepares an annual budget for presentation to the Health and Human Services Director.
- Ensures resource allocations align within budgetary guidelines and the county stewardship principles.
- Plan for and allocate staff resources to meet program demands and community needs.
- Lead strategic planning efforts to align department activities with community health priorities and organizational goals.
- Provide vision and direction for children's services initiatives, ensuring alignment with emerging best practices and community needs.
- Serve as a key advisor to department leadership on children's services strategies and programmatic decisions.
- Establish performance metrics for staff and programs, monitoring progress and addressing areas for improvement.
- Prepare and present reports on program outcomes, achievements, and challenges to stakeholders.
- Serve as a key leader during social service emergencies, coordinating resources and guiding the department's response.
- Ensure the development and maintenance of emergency preparedness plans to ensure readiness for crises.
Qualifications
- Bachelor's degree in public administration, social work, nursing, behavioral or social science or related field and extensive (6 or more years) experience working in a supervisory or management capacity in a human services environment or equivalent combination of education beyond a bachelor's degree and experience. Master's degree preferred. County Human Services experience preferred.
- Strong knowledge of principles and regulatory requirements.
- Proven ability to lead teams, manage resources, and foster collaboration across diverse groups.
