The incumbent is part of the Capital Improvement Program (CIP) team and collaborates closely with Traffic Engineering and Transportation Planning staff to progress Broomfield's multimodal transportation system goals that support a well-connected network for all ages and abilities. Develop and review plans for surface transportation projects, according to established engineering standards and state or federal construction policy. Prepare designs, specifications, or estimates for transportation facilities. Plan modifications of existing streets. This includes the prioritization of improvements and activities and working within the budgeting process to see that these activities are funded; maintaining awareness of and ensuring compliance with all federal, state, and local regulatory requirements for transportation programs; and working with federal, state, regional and local funding entities to obtain funding for projects and services benefiting Broomfield.

Salary Range: $56.57-$76.53/hour

Essential Required Tasks/Examples of Duties
Incumbent will coordinate transportation planning activities with transportation/traffic staff, capital programs, and planning. Review and comment on development and redevelopment proposals for compatibility with transportation system plans, activities, and programs. Research, design, and prepare reports and other documents related to transportation programs in accordance with all technical requirements and regulations of the federal and state governments or other funding source requirements. Review and direct the preparation of plans and specifications for transportation projects. Coordinate with city and county staff, outside agencies (including but not limited to other local agencies, Colorado Department of Transportation, Regional Transportation District, Denver Regional Council of Governments) and the public to review, develop solutions, and report on transportation projects. Assist in the development of a comprehensive City and County-wide program of long-range and short range transportation improvement projects and programs. Coordinate with the Transportation Manager and Traffic Engineer on projects or issues affecting the City and County's interest in regional, state, federal, and other programs which relate to transportation.

Develop, implement, manage, and administer transportation capital improvement projects and act as project manager for those projects assigned, including state and federally funded Local Agency projects. Review and /or prepare specifications and contract documents. Conduct contract negotiations and project oversight. Perform field engineering services as needed, maintain record of materials, and review progress of projects and process payments. Monitor budget preparation and tracking.

Administrative Duties:

The incumbent is responsible for effectively managing their workload to achieve departmental goals. Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code. The incumbent may confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures. Contributes to the preparation and review of departmental policies and procedures as necessary to maintain the effectiveness of departmental programs. Advises applicable administrators or departments of potential problems or concerns. Compiles, interprets, and prepares data for studies, reports and recommendations; coordinate departmental activities with other departments and agencies as needed.

The incumbent assists in recommending and implementing modifications to systems, policies and procedures. May conduct studies, analyses, and research on a wide variety of topics. Assists in researching and analyzing legal requirements impacting departmental programs and services. The incumbent keeps operational records and makes required reports. Evaluates service costs and makes related recommendations. Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost effective.

Budget/Resource Management:

The incumbent participates in the preparation of the department's annual budget. Assures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control. The incumbent is responsible for partnering with other staff members in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Works with the team to avoid duplication of service and to ensure that customer expectations are recognized and resolved thereby maximizing customer satisfaction. Assists in the development of short and long-range goals including annual efforts to advance the City and County's mission, goals, and objectives. Monitors the progress of projects so the goals may be obtained within the established timeframe. Prepares purchase orders and processes invoices as assigned.

Public Relations/Communication:

The incumbent meets and confers with customers to explain departmental plans, programs, functions, policies, and procedures. Assists departmental staff in preparing and coordinating reports as required. Answers letters of inquiry/complaints and talks with customers. Attends meetings, workshops, and conventions as necessary for the maintenance of effective services. Responds to requests for information and advises City and County departments on assigned programs. Maintains liaison with other departments. Provides verbal and written information to departments. Maintains the accuracy of any program materials posted on the Intranet/Internet.

Miscellaneous Duties:

Ensures that facilities and equipment are maintained properly and coordinate maintenance and repair functions. Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Uses all required safety equipment. Responsible for the safety of self, others, assets, equipment and facilities; responsible for knowing and complying with all City and County of Broomfield and department policies; adheres to attendance and workplace attire policies. Performs related duties as required.

Minimum Qualifications
Training - Bachelor's degree from an accredited college or university in civil or traffic engineering or related field.

Experience - Five years of progressively responsible experience in all aspects of traffic engineering including the public sector. Experience with federal funding or Local Agency requirements preferred.

Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience
NECESSARY SPECIAL REQUIREMENTS: - Must be at least 21 years of age. Current registration as Professional Engineer with the Colorado Board of Registration for Professional Engineers and Land Surveyors or ability to obtain within six months after employment. Must possess and maintain a valid driver's license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: oral board, reference checks, background checks including local police check and sex-offender registry, and driving record check through DMV.

Working Conditions
