Description
Under administrative direction, the City Engineer is responsible for coordinating, directing and implementing engineering policy and services; as well as overseeing activities, budget and performance of the Engineering Department. The City Engineer also provides technical and administrative support to City Administration, City Commission and other city departments.
Examples Of Duties
- Works closely with the Senior Director of Community & Development to develop and implement goals and objectives of the Engineering Department in accordance with policies, directives, and values set forth by the City Administrator and City Commission.
- Provides leadership and guidance for the successful management and completion of the department's services areas, programs, and activities.
- Provides leadership, supervision and motivation to assigned staff as well as trains and/or seeks out educational opportunities to promote professional growth.
- Regularly prepares reports and presents engineering subject matter to the Board of City Commissioners as well as other agencies, associations, committees and the public as directed.
- Works closely with the Public Works department to evaluate existing infrastructure and establish project needs, goals, and priorities as well as coordinates the development of the city's Capital Improvement Program (CIP).
- Works closely with the Planning Department on development projects and related programs/activities as well as approves subdivision plats with professional seal and signature.
- Leads acquisition efforts for consulting and/or construction services through RFQ/RFP selection process, public bidding, or other procurement methods in accordance with city policy and state/federal law.
- Represents the City in local, regional, state and/or federal engineering-related matters and participates in meetings, committees, etc. as directed by the City Administrator.
- Identifies funding opportunities for public improvements and coordinates with other departments to prepare applications for grants and other programs.
- Assists with administration of Special Assessment Districts and be knowledgeable with associated laws and regulations such as North Dakota Century Code.
- Provides technical assistance for communications with the public and/or media including responding to difficult and sensitive inquiries or complaints.
- Works safely, follows safe work practices, and identifies and reports unsafe work conditions.
- Performs other duties as required or assigned.
Minimum Qualifications
- Bachelor's degree in Civil Engineering or a related field.
- Ten yearsof relevant experience, including three years in a supervisory role.
- Licensed as a Professional Engineer in the State of North Dakota.
- Experience in contract administration for consulting services and municipal construction.
- Ability to create and maintain effective working relationships with peers, superiors, other City departments, subordinates, vendors, contractors, external government agencies and organizations.
- Strong communication skills, both orally and in writing.
- Valid driver's license.

- Master's degree in Civil Engineering, or related field.
- Previous relevant experience within a municipality or similar government agency.
