Nevada, Missouri (pop. 8205) is a vibrant, historic city located about 90 miles south of Kansas City. The City boasts a charming downtown area with unique shops, local eateries, and seasonal festivals, and a variety of outdoor recreational opportunities and cultural events. Nevada is seeking a City Manager to oversee the comprehensive planning, direction, and supervision of all municipal employees and ensure the efficient administration of City policies and affairs, as well as spearhead policy development and implementation.

Leadership Opportunities and Priorities

The City Manager will provide dynamic organizational leadership, working with the department heads to respond to the City Council, residents, businesses, and employees. During their first 12 to 18 months, the City Manager will be asked to address the following priorities:
  • Strategic Planning: In partnership with the Mayor and City Council, assess the City's current priorities and develop a new vision and strategic set of short and long-term goals for the organization and community.
  • Organizational Development: Review and assess City operations to identify areas of excellence and develop possible organizational improvement strategies and next steps for achieving ongoing success into the future. This includes reviewing and pursuing methodologies focused on enhancing employee retention and recruitment and utilizing best practice comparisons focused on improving organizational excellence.
  • Downtown Revitalization: Continue City support for Downtown Nevada's "grassroots" revitalization - working collaboratively with Main Street as opportunities arise.
  • Budget Sustainability: Assess short and long-term financial trending of all revenue and expenditure sources and related policies and make recommendations regarding possible realignments, cost recovery models and measurement systems to improve long-term sustainability, transparency and alignment with strategic goals.
  • Community and Economic Development: Assess, define and forecast the City's economic development goals, challenges and benchmarks including innovative policies and programs to improve the city's long-term economic vitality. Work collaboratively to grow the City's tax base by seeking expansion by existing businesses and new business investment and relocation to the community.
  • Enhance Communication Strategies: Develop improved relations with the county, school district, businesses, community organizations, municipal employees and city council members by reaching out to communicate issues of mutual interest in a transparent and sustained way.
  • Assess Employee Work Environment: Create an atmosphere that encourages and supports employee development, retention and career advancement into future leadership positions within the organization. Review Nevada's financial situation and conduct a staffing and salary study to establish a competitive salary structure and develop options to address salaries throughout the organization.
  • Prepare Strategies to Address Vacant Properties: Develop alternative strategies to address dangerous and dilapidated vacant properties throughout the community. Seek grants and establish a policy to fund and remove vacant and blighted housing annually.
  • Establish Formalized Annual Capital Improvements Program: Conduct an annual infrastructure assessment, estimate total costs, identify potential funding sources and seek to fund projects (i.e., a new swimming pool) benefiting the community.


Compensation and Benefits

The salary range for this position is $115,000 to $130,000 depending upon qualifications and experience. Additionally, the incumbent will receive a $500 monthly car allowance, a cell phone allowance, and paid individual health insurance. Paid sick leave and vacation are also provided. Reimbursement for professional organization fees and relocation reimbursement is negotiable.

Desired Qualifications

Qualified candidates will possess a bachelor's degree from an accredited college or university in Business Administration, Public Administration, or other closely related field. A master's degree and International City Manager Association Credentialed Manager (ICMA-CM) or similar certifications are desired. Candidates should possess a minimum of five to seven years' professional experience with a minimum of three years' in senior management in a public, private, or nonprofit entity of similar size and complexity of operations. Any equivalent combination of education and experience that provides the required knowledge and skills will be considered. The future city manager will be required to reside within City limits.
