As the chief administrative officer, the City Manager is responsible for planning, directing, managing, and reviewing all the administrative activities and operations of the City. The City Manager coordinates programs, services, and activities among City departments and with outside agencies; ensures the financial integrity of the municipal organization; and represents the City's interest to the public, other agencies, at various levels of government, and other outside interests. Additionally, the City Manager provides highly responsible and complex policy advice and administrative support to the Mayor and City Council and exercises direct supervision over management, professional, and clerical staff.

LEADERSHIP OPPORTUNITIES
Community Engagement: Identify and implement strategies and initiatives that continuously improve transparency, inclusivity, and participation among residents, establishing and maintaining open lines of communication with residents through various channels, such as town hall meetings, community forums, social media, newsletters, and online platforms to encourage two-way communication, actively listen to residents' concerns, feedback, and ideas, and providing timely responses and updates.
Fiscal Responsibility and Budget Management: Conduct a thorough budget analysis, revenue forecast, and expenditures to ensure the strategic allocation of resources in accordance with City Council's directives, the city's needs and objectives, sound fiscal policies and practices, maximize financial resources, ensure transparency and accountability, while promoting budget discipline and prudent fiscal management.
Workforce Development: Evaluate, collaborate with the Mayor and City Council, and senior leadership team to develop, implement and continuously improve the city's workforce to ensure that the City of El Paso workforce have the skills, certification, credentials, and competence to thrive in the 21st-century, global economy.
Economic Development: Identify and capitalize on opportunities for economic growth and development, leveraging the city's strategic location to position the City of El Paso as a dynamic and prosperous bi-national hub that harnesses the strengths of its diverse workforce and cultural heritage to drive sustainable economic growth and prosperity.
Public Safety: Work collaboratively with law enforcement agencies and community stakeholders to enhance public safety measures and reduce crime rates across the city.
Citywide Infrastructure Improvements: Oversee the planning and implementation of infrastructure projects to address transportation, utilities, and other critical needs, enhancing the city's connectivity and livability.
Housing Affordability and Accessibility: Address housing affordability issues and promote equitable access to affordable housing options for residents of all income levels.
Compensation and Benefits
The City of El Paso provides a comprehensive total rewards package that encompasses a base salary ranging from $325,000 to $375,000, alongside an array of benefits. These benefits include enrollment in the City of El Paso Employees Retirement Trust and deferred compensation plan, comprehensive health, dental, vision, and life insurance coverage, tuition reimbursement, as well as vacation, personal days, and sick leave. Employees also enjoy twelve (12) paid holidays annually, access to a wellness program, an on-site wellness clinic, and a vehicle allowance. The City Manager is required to establish residency within the city limits, with potential relocation assistance available.
Desired Qualifications
This position requires a bachelor's degree, from an accredited college or university, in Public Administration, Business Administration or a closely related field and a minimum of eight (8) years leadership, managerial or administrative experience in a municipal organization of similar size and service delivery model, of which, five (5) years must be in a senior executive level. A master's degree and certifications or credentials preferred. Prior experience as a City Manager, Assistant City Manager, or closely related professional level experience desired.
