The ability to make effective decisions, navigate Council dynamics, collaborate proficiently, listen effectively, contribute innovative ideas, and respect the Council's role as makers in developing policy is vital. Responsive leadership is key in promptly bringing requested information back to City Council and sharing the Council's vision with the community.
The City Manager must also demonstrate strong financial acumen and accountability, addressing the challenge of numerous ongoing projects while ensuring responsible spending, transparency, and responsibility. Essential skills include strategic project management, overseeing ongoing projects and future initiatives like school replacements, fire station upgrades, and commercial development. The successful candidate will assist City Council in defining Manassas' future, leading strategic planning efforts to enhance competitiveness and contribute to a stronger community.
Attaining equity and good governance requires a proactive approach, sharing comprehensive information with the entire Council, and fostering an environment conducive to inclusive decision-making. Community engagement and visionary leadership are integral, involving active participation from residents in envisioning the future and making planning processes accessible to facilitate their involvement.
The next City Manager will need to address concerns related to attainable housing and infrastructure needs and the recruitment and retention of staff. The City must remain competitive for resources, strategically positioning Manassas as an appealing destination for residence, work, and investment.

Compensation and Benefits
The salary range is $210,700 - $273,000. The City of Manassas offers a comprehensive benefits package that includes medical, dental, vision, prescription drug coverage and retirement through VRS as well as employee assistance program (EAP) benefits. Supplemental vision coverage is available. Annual and sick leave combined with 13 paid holidays, as well as 80 hours' discretionary leave credited at the beginning of each fiscal year, contribute to the City's value of work/life balance. This position is also eligible for a deferred compensation plan, monthly car allowance, and phone stipend. Pursuant to Manassas City Code, the City Manager must reside within the City. Relocation is negotiable.
Desired Qualifications
This position requires seven years of responsible management experience in municipal or city government, including a minimum of five years' experience as head of a major organizational unit of government. Master's degree in public administration, business administration, or a master's degree in a field closely related to significant city operations preferred; and ICMA-CM designation preferred
