Description

City Planner is responsible professional planning work supervising the activities and personnel of a division of the Development Services Department.

The City Planner works with independent judgment in applying professional planning techniques and principles to routine as well as unusual planning problems. Work requires the exercise of independent judgment in determining courses of action for the development and presentation of material. This position has considerable professional responsibility and wide latitude in developing objectives and goals as related to the planning program. Administrative direction and guidance are received from the Department Director. Oral and written presentations before the Planning Commission are primary responsibilities of the position. Supervisory Role, provide supervision to other Planning and Zoning staff.
Essential Job Functions

Reviews objectives, techniques of execution and resultant findings;
Assists the Director in overall administrative responsibility;

Makes presentations and reports to and for the Planning Board, the City Council and the City Manager;

Gathers planning data, prepares special reports and makes general meeting preparations and necessary public contacts;

Directs the development and preparation of comprehensive plans, from initial studies and projections, including explanatory charts and maps;

Coordinates the activities of the planning staff with related functions of other City departments and county, state and federal agencies;

Supervises the preparation of maps, sketches, plans and designs, pertinent to the formulation of a comprehensive plan and initiates and implements procedures and techniques of gathering data necessary for the comprehensive planning process;

Supervises the preparation of maps, reports, and statistical compilations as a basis for planning in a variety of functional and geographical areas; Determines and recommends the desirability for establishment, abolition, consolidation, revision, and implementation of ordinances, rules, regulations, and capital improvement schedules as they relate to the overall development of the comprehensive plan,rezoning, plats, abandonments, text amendments;

Compares studies made by outside consultants and makes recommendations on public and private land use;

Supervises the conduct of research and the preparation of reports on various phases of the planning program, including renewal, population, social and economic characteristics, commercial and industrial trends, housing, tourism, land and building types and uses, public improvements and facilities and park, recreational and cultural facilities, annexation, economic development;

Participates in the formulation and preparation of the annual departmental budget;

Supervises reports and recommendations to the Planning board and the City Council on matters affecting zoning and zoning changes and makes presentations at public hearings;

Makes public appearances to explain and interpret departmental programs and operations.

Attend inner governmental meetings;
Other duties as required.
Minimum Requirements

Must be in possession of a Master's degree in City, Regional or Urban Planning, plus at least 5 years of professional planning experience and 2 years of supervisory experience; AICP preferred.

Skills

Comprehensive knowledge of the principles and practices of city planning, particularly as these pertain to the development of comprehensive plans;
Thorough knowledge of the principles of public planning and administration, including recent developments, current literature and sources of information in the field of public planning;

Thorough knowledge of the principles and practices of civil engineering and architecture as related to city planning and of modern office procedures; Thorough knowledge of the application of economic theory and concept as it relates to local, state and federal government and the City;
