The role of the exempt City Technology Manager is a working management role where the candidate will be expected to actively participate in the day to day work with the 5-person IT team. The best suited candidate must have both strong managerial skills and strong technical skills, with the ability to be a great communicator both internally and externally. The position will be on site and eligible for only very occasional remote work. Flexibility and the ability to react quickly to unpredictable or emergency technical issues is essential. Weekend and evening work can occur for system upgrades, meetings and emergency issues.
The city's departments consist of Police who operate an on-site 911/Dispatch Center and use body-worn cameras, Public Works with a Wastewater, Water, Maintenance and Engineering team, Planning and Development, Administrative departments and the Library.

GENERAL STATEMENT
The City Technology Manager (CTM) oversees the City's enterprise-wide information technology work and technical discipline(s) with responsibility for computer operations and support, applications development, voice and data networking, database development, and/ or systems software.

Exercises general supervision over clerical, administrative, and professional staff of the IT Department. Provides guidance to other professional and technical IT staff as directed.

Typical Qualifications
EDUCATION AND EXPERIENCE:
A Bachelor's degree in Computer Information Systems or Business Information Systems AND four (4) years' management experience is required. Four or more years of leadership experience from the military at E4 or above can be substituted for the management experience.
Certified Information Security Systems Professional (CISSP) certification or equivalent industry certification is required.
Experience in information security, project management, server administration, network administration is also required.
SPECIAL REQUIREMENTS
Must meet CJIS qualifications and be able to obtain an Oregon Law Enforcement Data System (LEDS) account. Depending upon assignment, candidates must pass a criminal background check, have a valid driver license, and /or have additional training, licenses, or certificates.

- Plan, organize, manage, and administer information technology functions.

- Develop, administer, and monitor budgets; develop justifications for budgetary recommendations and/or adjustments; participate in forecasting needs for staffing and resources;
- Provide stewardship of responsible resources.

- Manage and coordinate work of project team members; provide direction and support to project team(s).
- Establish, maintain, and manage business relationships with vendors.
- Consult with stakeholders to resolve issues; organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration.
- Research, Develop and implement current information security best practices, measures and strategies.
- Forecast security threats and advise stakeholders on potential security risks
- Provide expert guidance to City departments, City committees, the general public, and/or outside agencies; may act as representative on committees, interagency task forces, and special projects.
- Respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
- Analyze and review relevant federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; and formulate and implement recommendations.
- Develop and implement plans for strategic investments and life cycle replacement for the City's technology systems and equipment, based on analysis of organizational needs, best practices, and industry trends;
- Lead Citywide technology strategic planning efforts.
- Serve as Project Manager managing technology projects, which may require technology needs assessments, technology RFI/RFP processes, technology implementations, testing, training and technology integrations.
- Perform complex assignments requiring a high level of responsibility and autonomy, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
- Complete work assignments that are communicated in terms of objectives, priorities, and deadlines.
- Have their work evaluated on technical accuracy, compliance to program objectives, and overall results.
