General Statement of Duties
Performs complex administrative, professional and technical engineering work in planning, designing, organizing, bidding and managing municipal infrastructure projects; secures project funding and manages project budgets, reviews engineering and development plans; and assures compliance with State and Federal environmental regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Knowledge, Skills, and Abilities
Thorough knowledge of all phases of public works operations and facilities, including utilities, capital projects, and transportation. Familiarity with Federal, State, and local regulatory requirements in these areas to ensure ongoing City compliance. Specific experience designing, preparing bid documents, administering bidding processes, monitoring construction projects and assuring compliance with contract documents for street, water, sanitary sewer and storm drainage projects. Specific experience in administering environmental compliance programs for the city to assure complete and accurate reporting to regulatory agencies. Excellent interpersonal, facilitation, negotiation, communication, and organizational skills, including the ability to speak effectively in public to a variety of audiences. Ability to maintain and promote effective working relationships with, and between, coworkers, the public, elected officials, and other agencies. Experience with group processes and ability to facilitate groups to accomplish tasks and resolve issues. Strong budget management and reporting skills.
Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in Civil Engineering or a closely related field; and Minimum of two (2) years of increasingly responsible experience in a municipal public works setting; or Any equivalent combination of education and experience
Special Qualifications
Certificate of Registration as a Professional Engineer issued by the State of Oregon is required; and Must possess a valid Oregon driver license or have the ability to obtain one prior to employment with an acceptable driving record. If a candidate does not yet have their PE issued by the State of Oregon, but will obtain it within six months of hire, the application will be considered.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Designs, prepares plans, specifications, contract documents and estimates of cost and monitors construction and maintenance of municipal infrastructure projects including but not limited to water, sanitary sewer, storm drainage, and streets.
- As directed by the public works director, works with and provides support to contracted engineers and engineering professionals to support projects concerning the city's infrastructure.
- Works as a team member with Public Works staff and other city staff members to accomplish tasks, goals and projects.
- Assures procurement processes are followed and documented in the contracting and administration of infrastructure and other Public Works projects.
- Monitors construction contract work to ensure work is performed in compliance with contract plans and specifications and required quality is obtained; measures quantities and prepares pay estimates.
- Maintains files on correspondence and documentation on projects.
- Facilitates the acquisition of rights-of-way.
- Collects and analyzes field data; researches property histories and old project plans; prepares technical reports and cost estimates, and recommends improvements.
- Effectively communicates on a one-to-one basis orally and in writing with the public.
- Prepares and presents progress reports to the Public Works Director, City Manager and City Council on public works projects and programs as assigned.
- Administers environmental compliance programs for the city and coordinates with co-workers to assure complete and accurate reporting to regulatory agencies as required.
- Handles requests for information, service or complaints over the phone, via electronic or regular mail and in person, in a timely manner that reflects an effort to be helpful while acting responsibly for the city.
