Description
Under direction, the Civil Engineer exercises functional authority for planning, organization, control, integration, and completion of engineering projects of the City's capital improvements and public facilities.

Detailed Work Activities

ESSENTIAL FUNCTIONS OF THE JOB:
15%1.Plans, organizes, prioritizes and directs the activities of the Engineering Department; assures the total operational effectiveness of the department; assures compliance with policies and procedures, City ordinances, federal, state and local laws; develops, approves, and administers the departmental budget; develops, approves, and administers the 5-year Capital Improvement Plan, and recommends the Capital Improvement Plan budget; forecasts funds needed for staffing, equipment, materials and supplies; reviews, revises, and approves documentation for procurement of purchases of commodities and contractual services, and manages expenditure control, and related contracts; approves purchase requisitions and budget transfers; reviews and approves credit card statements; provides general management of all departmental resources.
15%2.Provides leadership and insight to Engineering staff; oversees employees work activities; approves employees' leave and attendance; performs employee evaluations; approves disciplinary action; interviews candidates for employment; makes recommendations for hires, promotions, disciplinary action and other changes of status.
20%3.Performs engineering functions; plans highway, bridge, and drainage maintenance and construction surveying projects (e.g., delegates assignments, relates project priorities, coordinates collection of field data, etc.); defines maintenance needs and recommends road and bridge projects; inspects roads and bridges to determine extent of maintenance and/or repair projects; approves and inspects commercial drive, private drive, open cut, and boring permits; inspects subdivision streets and signs and authorizes overload permits; develops engineering plans, drafts construction plans, performs construction layout, and investigates construction projects to ensure adherence to plans and specifications; reviews and modifies designs prepared by others; inspects road, bridge, and drainage conditions, determines need for repair and/or maintenance, and prepares reports and recommendations of findings; identifies, surveys, plots, and designs drainage improvements; assists the public with drainage matters; coordinates construction and maintenance with street superintendent; inspects construction projects, paving, sewer, bridges, subdivisions, etc.; visits work site and ensures materials and procedures used are in compliance with construction plans and specifications; collects samples for quality control and to ensure adherence to plans and specifications; coordinates activity, prepares progress estimates; administers permits; writes legal descriptions for easements; coordinates projects with utility companies; assists with the development and design of road and bridge construction plans; reviews consultant plants and performs engineering calculations on all road and bridge plans and designs; assists consultant in arriving at viable designs (e.g., suggests types of materials, design consideration, etc.); designs roads and/or structures; reviews contractor proposals and assures feasibility and compliance to specifications; acts as information source for plans for contractors; responsible for maintaining traffic engineering department and all infrastructure associated with the maintenance and flow of traffic.
20%4.Performs surveying functions; performs field surveys, (e.g., utilizes the theodolite, transit, level, rod, electronic distance meter, and other surveying equipment to obtain measurements, angles, and curves, elevations, and cross-sections on bridges, culverts, roads, and ditches, etc.); researches deed descriptions and other official documents; responsible for restoration of lost corners and location of right-of-ways; maintains accurate and detailed notes; reads blueprints; recommends approvals in all matters pertaining to the profession of surveying (e.g., reviews annexation and subdivision plats).
10%5.Performs analytic reviews of department policies and procedures, approving appropriate goals and objectives; implements approved policies and procedures; reviews and approves detailed reports and analysis of routine administrative functions and special assignments, and approves best practices for process improvements; reviews and approves all projects related to aspects of Public Works; reviews subdivision plats, site plans, and other related documents; serves as technical advisor to Council, Mayor and department heads on engineering proposals; assists in the formulation of long range public improvement plans; prepares agenda items for Park Board meetings; reviews, prepares and/or approves a variety of reports regarding Department activities for submittal to the City Manager and/or the City Council.
5%6.Performs emergency functions; receives and responds to calls; advises City Manager regarding problems and emergencies.
5%7.Performs facility, equipment, and supplies functions; inspects and maintains assigned equipment; conducts needs and resource assessments; develops facility and equipment maintenance plans; procures services, equipment, and supplies; performs periodic inspections of facility and equipment; oversees preventative maintenance and repair of facility and equipment.
3%8.Receives and responds to routine inquiries in person or via telephone; provides assistance to general public; prepares correspondence, forms, and other documents.
2%9.Performs drafting functions; assigns all City addresses.
10.Attends meetings and serves on committees, as required; attends various meetings, seminars, and workshops.
11.Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

12.Demonstrates regular and predictable attendance; may be required to work extra hours, evening hours, weekends and/or holidays as necessary; due to the nature of the job, when scheduled for on-call assignment, Civil Engineer must be available to return to work after normal work hours or on weekends and/or holidays when called to do so.

Qualifications
Bachelor's Degree from an accredited college or university with major course work Civil Engineering, Construction Engineering, or related field; and two (2) years documented work experience in municipal public works, which includes Geographic Information Systems and computer aided design; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
