Position Overview:

The Illinois Department of Transportation is seeking to hire a Bureau Chief for Civil Rights. The successful candidate, subject to management approval, will serve as the Bureau Chief of Civil Rights for the department. The successful candidate will develop departmental policies and programs to ensure compliance with federal regulations. The successful candidate will investigate allegations of discrimination in employment.

Essential Functions

Serves as Bureau Chief of Civil Rights.

  • Develops policies and guidelines for complying with prevailing civil rights laws as established by applicable federal/state statutes, regulations, judicial decisions, and executive orders.
  • Develops, implements, and monitors departmental civil rights programs to promote compliance.
  • Travels throughout the state.


Develops, implements, and monitors the department's programs for Equal Employment Opportunity (EEO), Affirmative Action (AA), federal contract compliance (Title VI), and Americans with Disabilities Act (ADA).

  • Investigates allegations of discrimination in employment including hiring, promotions, compensation, discipline, discharge, etc.
  • Provides counseling and information services to employees at all levels regarding complaints.


Evaluates proposed legislation and court decisions to keep abreast of changes in the regulatory and judicial environments.

  • Incorporates changes into departmental policies, plans, and procedures.
  • Provides updates to top management.


Serves as departmental spokesperson on civil rights issues and represents the department at professional and public meetings associated with civil rights and administrative proceedings related to civil rights complaints.

  • Consults and acts as liaison with the Office of Chief Counsel on judicial proceedings related to civil rights complaints made in federal and state court.
  • Speaks and/or testifies at legislative sub-committee hearing on affirmative action.
  • Represents IDOT with professional organizations such as MAASHTO and AASHTO and serves on various civil rights committees of professional organizations.


Develops curriculum and conducts training programs for managers related to Title VI of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1964 and 1991; Americans with Disabilities Act (ADA) of 1990 and ADA Amendments Act of 2008; Equal Pay Act (federal and state); Rehabilitation Act of 1974; Illinois Human Rights Act; IDOT's AA Plan, and all applicable department/state/federal policy, practices, and guidelines.

  • Analyzes statistics to identify areas of issue to develop training materials.
  • Promotes employee awareness of legal rights and responsibilities through counseling, advisory memorandums, state-wide training, and instructional programs.


Serves as full-line supervisor.

  • Assigns and reviews work.
  • Approves time off.
  • Provides guidance and training to assigned staff.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline up to and including discharge.
  • Completes and signs performance evaluations.
  • Establishes annual goals and objectives.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Determines and recommends staffing needs.


Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business, public administration, and/or law.
  • Three (3) years of progressively responsible administrative experience in a public, private or not-for-profit organization.


Preferred Qualifications

  • Prefer three (3) years of legal experience working with legal matters related to Title VI of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1964 and 1991; Americans with Disabilities Act (ADA) of 1990 and ADA Amendments Act of 2008; the Equal Pay Act (federal and state); Rehabilitation Act of 1974; Illinois Human Rights Act; and Affirmative Action.
  • Prefer three (3) years of experience working in public and business administration, principles and practices.
  • Prefer three (3) years of experience working with agency programs and service objectives, activities and operational systems.
  • Prefer three (3) years of experience in conducting investigations related to labor management, equal employment opportunity, and/or civil rights laws and regulations.
  • Prefer three (3) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
  • Prefer three (3) years of experience developing and managing a supportive agency program.
  • Prefer three (3) years of experience analyzing administrative problems and adopting an effective course of action.
  • Prefer three (3) years of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.


Conditions of Employment

  • Ability to pass a background investigation.
  • Ability to occasionally travel statewide and out-of-state with overnight stays.
  • Valid driver's license.
  • Ability to work overtime.

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.   • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
