Job Description
The Alaska Court System is seeking a dynamic and motivated individual who will help employees uphold and fulfill the mission of the court as a Clerical Education Manager 1 (salary range 21). The incumbent will work with leaders in the development and implementation of a variety of statewide projects. Based out of the Snowden Administrative Building, this position will serve as the primary liaison for clerical training needs between the Trial Courts and the Administrative Office. Regular job duties will include the following:

NOTE: Clerical Education Manager 1 is the entry level of this series. Positions in this job class series are flexibly-staffed. Progression to the higher level (Range 22: $4,041.75 biweekly) may occur when the incumbent: 1) successfully completes a specified training plan; 2) meets all other specified terms of the flexible staffing agreement; 3) meets the minimum qualifications of the higher level; 4) is certified by the supervisor as capable to perform at the higher level; and 5) is approved by the Human Resources Department.

Full-time court employees are currently scheduled to work 37.5 hours per week. The work hours for this position are Monday - Friday, 8:00 a.m. to 4:30 p.m. with a one-hour lunch break.

Minimum Qualifications
A bachelor's degree from an accredited college in business administration, public administration, human resource management, criminal justice, education, or a closely related field.
AND
Four years of advanced clerical or technical work experience with the Alaska Court System, a legal office, or a justice agency. The required advanced clerical or technical work experience is met by service as a Court Case Manager 1, Court Case Manager 2, Courtroom Judicial Assistant, Chambers Judicial Assistant, Clerk of Court, Chief Deputy Clerk, Court Supervisor, Rural Court Administrator, or Area Court Administrator with the Alaska Court System, or equivalent experience with another employer. Two of the four years of experience must be as a supervisor or team lead in which training is a primary job responsibility.
Substitutions:
Additional relevant education at the Master's degree level may substitute for experience at a rate of thirty semester hours for one year of experience. Education may not substitute for supervisory or team lead experience.
Two additional years of advanced clerical or technical work experience with the Alaska Court System, a legal office, or a justice agency may substitute for the required bachelor's degree.

Job Description

Information Review, Research & Collaboration
- Research and review court processes and rules, and how they impact court document and file management, courtroom management, and related court activities or responsibilities.
- Travel to outlying court locations to meet with administrators, supervisors, and clerical staff to ascertain needs and to deliver training components designed to meet staff needs.
- Work with clerks of court, judicial staff, the CMS team, the eFile team, administrative staff, and access to justice attorneys to determine appropriate processes and procedures for document and file management, courtroom management, and related court activities or responsibilities.
- Promote and encourage statewide communication between staff in the local courts, judicial districts, and administrative offices and departments to ensure uniform statewide processes and procedures for document and file management, courtroom management, and related court activities or responsibilities.
- Collaborate with Judicial Education Manager to identify training needs for court staff and to provide coordinated training to staff and judicial officers.
- Collaborate with Forms Attorney as needed to ensure uniformity between court forms and court procedures.
- Collaborate with Access to Justice Services or administrative lawyers to investigate statutes and rules that may affect court procedures.
- Collaborate with trial court administrators to identify areas that need additional or updated training resources.
Develop & Maintain Court Resources
- Utilize principals of plain language and readability in creating training material.
- Develop and maintain training material for non-judicial court staff regarding court processes and procedures for document and file management, courtroom management, and related court activities or responsibilities. This could include intranet content, internet content, clerk's manuals, instructional videos, and SmarterU programs.
- Update training materials as needed to address legal, process, technological, or other changes.
- Collaborate with administration office staff and departments, as directed, to develop, update, or maintain relevant training materials. This collaboration includes Human Resources, Information Services, Facilities, Security, Access to Justice, and Administration Attorneys. For example, work with the Human Resources Director to develop and maintain a training program to integrate new employees into the Alaska Court System.
- Work with court administration, the case management team, and the eFile team to help draft, edit, and finalize case processing instructions, guides, administrative bulletins, procedures, and policies for publication and distribution.
- Communicate regularly with judicial and non-judicial court staff, administrative staff, and court leadership to review and update court procedures, processes, and materials to continuously improve court functionality and ensure improvements are implemented statewide.
Training
- Conduct needs assessments to determine the training, educational, and developmental needs of non-judicial court staff.
- Review best practices for successful and consistent staff training, to ensure consistent statewide educational and training resources.
- Develop and implement training programs about court processes and procedures for document and file management, courtroom management, and related court activities or responsibilities.
- Develop and implement training materials and procedures to support non-judicial staff and their needs related to topics such as being trauma informed, self-care, working with high conflict or angry customers, and safety or security measures.
- Track required training data
Committees & Conferences
- Plan and coordinate the annual Statewide Clerk of Court Conference with assistance from the Rural Court Administrators. Conference planning includes outreach to other groups, as directed, for input on topics to cover.
- Conduct teleconferences, as directed, with the Clerks of Court to share new information, and seek input and feedback.
- Obtain approval from the Administrative Director for costs of Clerk of Court Conference speakers.
- Serve as a standing administrative representative to the Employee Advisory Committee, including scheduling, helping to plan agenda, and keeping minutes.
- Serve on other committees as needed and directed.
- As requested, consult with Clerks of Court and Area Court Administrators to gain an understanding of the needs of the clerical employees and how that may impact change to court rules.
