Position Purpose:
The Clinical Data Analyst provides insights into and supports SHS efforts in the improvement of care delivery, the management of population health and coordination of care. This position supports fact-based decision-making in the organization by developing high quality analytical points of view through data management, analysis, interpretation, presentation and dissemination. It is responsible for providing strategic direction to integrate data measurement and management in all domains of practice, including quality and safety, cost, service and operations. The position acts as internal consultant and possesses a base of solid clinical analysis, statistics/biostatistics, indicator and scorecard development/management and communication skills. Serves as a back-up System Administrator of Midas+ Care Management.

Serves as a back-up System Administrator of Midas+ Care Management.
Key Job Activities:
- Leads and/or assists in the design of studies to measure the effectiveness of care delivery and population health from the perspective of quality, cost and patient experience; works collaboratively with other team members to identify data collection points, data source, instrument storage; performs analyses, develops conclusions and summarizes findings with recommendations.
- Develops competency in accessing data from Inpatient and ambulatory EMR products and other external products such as Comp Data, Midas+, CMS and other sites in use by SHS.
- Develops analyses and presents quality improvement metrics and benchmarks. Utilizes various statistical methods and tools to accurately collect and measure performance variables.
- Develops, implements and produces custom and routine reports from assigned performance measurement areas; Creates internal and public dashboards, statistical process control charts, specialty charts which measure and provide benchmark capabilities to demonstrate performance gaps and assists in outlining measures for improvement. Establishes mechanism to monitor pay for performance results on an ongoing basis.
- Functions as the clinical data expert and internal consultant in collaborative projects, grant initiatives, various committees and other hospital projects; provides guidance/training in especially the areas of data collection and measurement.
- Serves as one of the lead contacts with Midas+ Care Management and Datavision/CPMS. Back-up System Manager responsibilities include dictionary maintenance, user management, worklist maintenance, report building, message queues management, and troubleshooting.
- Leads the completion of Leapfrog, Blue Cross and other requested surveys for SHS, disseminates results to senior leaders and other staff throughout the hospital.
- Develops understanding of public reporting measures and patient activation measure, HEDIS measures, TJC, HFAP, AHRQ and NQF and the array of benchmarking sites.
- Develops and disseminates quality improvement reports to the various Hospital and Medical Staff committees and assists in their preparation for Board meeting presentations.
- Participates in the response to secure grants and awards for the health system; includes writing and provision of data analytics.
- Functions as Hospital liaison to external quality-related database entities. Develops and maintains proficiency in the utilization of databases (internal/external) and comparative benchmark sites to produce reports and provide information to departments and committees.
- Performs other duties as assigned.
Education and Work Experience:
- Bachelor's degree in Health Sciences, Medical Informatics, Computer Science, Management Information Systems or related field; Master's degree in Public Health, Health Sciences, MBA, Informatics area highly desirable.
- Minimum of two (2) to five (5) years experience in data/statistical analysis.
Knowledge and Skills:
- Proficient computer skills with extensive experience using various software applications such as MS Excel, Word, Access, Powerpoint; Crystal; relational database structures and reporting software
- Experience with clinical/healthcare software applications preferred; demonstrated knowledge and skills in statistical packages and concepts including control charts
- High-level skill in the use of complex data in business/value development and the ability to analyze data and draw meaningful conclusions
- Demonstrated ability to manage projects involving large volumes of data; ability to instruct others effectively; display, analyze, package and explain data to individuals with varied levels of understanding and abilities; and, experience with healthcare collaborative measures across a health system
- Strong strategic analytical skills for data, product line and continuum of care analysis combined with sound business judgment and ability to communicate and influence across the continuum
- Excellent oral, written, "platform" and interpersonal communication skills. Ability to work independently and with individuals at all levels.
- High degree of creativity in problem-solving.
- Midas+ experience preferred.
- Project management skills desirable.
