Cloud Financial Analyst

Job Description

The Cloud Financial Analyst is responsible for supporting financial planning, budgeting, forecasting, cost optimization and applying common best practices of cloud practices for our customer across the AWS cloud platform using a knowledge base to create conceptual business models and to identify relevant issues and considerations. They will bridge finance and cloud operations to help drive the efficient use of cloud resources while ensuring alignment with business objectives and support the development of functional area strategies for Cloud Services.

The Cloud Financial Analyst must have the following skills:

• Experience with AWS Cost Explorer, Azure Cost Management, GCP Billing, or third-party tools like CloudHealth, CloudCheckr, or similar tools.
• Familiarity with cloud architectures and services (IaaS, PaaS, SaaS).
• Strong communication skills
• Strong Microsoft Office experience
• Analytical mindset with excellent attention to detail and problem-solving skills.
• Must work well on their own and with others, have excellent time-management skills, and know how to prioritize and multitask
• Ability to apply comprehensive knowledge across key tasks and high impact assignments

Key Tasks and Responsibilities

• Analyze cloud consumption and spending across business units and platforms to provide financial insights and cost optimization recommendations.
• Develop and maintain cloud financial models, including forecasting and budgeting for cloud services.
• AWS Materials Requests Development and Tracking
• Develop and support new and simplified process and procedures and corresponding requirements for the Material Request Form (MRF) input/tracking system.
• Assist the Government Cloud Lead and Engineer with creating MRFs for infrastructure new requirements, renewals, changes, cancellations for all expiring instances, etc.
• Review MRF data for completeness and inclusion of all microdata for the AWS vendor to create a quote for the proper item to be procured. Continuous collaboration with the MRF requestor if information is missing or misstated (missing codes, not enough detail).
• Manage fully approved MRF's and vendor quotes on the Confluence MRF site and with the quoted price from the vendor and the quote number. Breakout the costs per month.
• Calculate what the costs will be for the current contract forecast for the next FY and next contract and on the future contract.
• Populate the monthly contract/project update .ppt and present at the meetings.
• AWS Cost estimating/forecasting
• Focal point for development of all AWS Cost Estimate(s) based on any new AWS requirements, increases, reductions, etc.
• Maintain current fiscal year AWS Cost Estimate Spreadsheet and update with monthly actuals cost (with discounts) burn rate for each environment EC2 Savings plans, Other EC2 costs, RDS, including any new monthly service and modification for service changes and service retirements.
• Support the activities required to produce OBIM AWS Cost Estimates follow on awards.
• AWS Funding, Billing & Invoice Tracker
• Analyze spending trends and alert SMEs on over expenditures.
• Validate any IPAC charges with the vendor invoice. Resolve discrepancies with DHS COR. Process reconciled/approved IPAC for payment.
• Maintain Invoice Tracker with CLIN funding breakouts, vendor billing breakouts per Environment and IPAC expenditures. Track burn rate and full award under/over burn.
• Collaborate with the Business Financial Office, to determine the available funding and provide alerts on funding increases requirements. Provide backup details for any increases (IGCE, billing cost and usage reports, MRFs, emails, etc.) and submit UFR's if needed.
• Review monthly vendor Cost & Usage report and Invoice. Identify / confirm billed purchases against the MRF/ renewal of expiring instance spreadsheets. Collaborate with HART PMO, DHS COR and AWS Reseller on the resolution of any discrepancies.
• Maintain share drive folders: Include Awards, GT&Cs, ORDERS, Invoice Tracker, Cost & Usage reports, invoices, IPACs, PAFs, Cost Estimates, MOA, etc.. All MRF related documentation should be uploaded on Confluence MRF library.

Job Requirements:

Education & Experience

• Bachelor's (or higher) degree in finance, accounting, business, CS or related field and 6+ years of experience

The ideal candidate must be able to demonstrate working knowledge with several of the following concepts or technologies:

• AWS Could Platform
• Cloud Financial Analysis, Budgeting, Cost Management
• MS Office Suite
• Microsoft Excel (Statistical Analysis and Reporting)
• Adobe Acrobat
• SharePoint

• Candidate must be a US Citizen
• Candidate must possess DHS Suitability background investigation or be eligible to qualify for DHS Entry of Duty background investigation followed by DHS Public Trust Clearance
