Nature of Work
The purpose of this job is to supervise the enforcement of the City's Zoning, Nuisance, Property Maintenance and Building Maintenance Codes. Provides presentations to community organizations, city commissioners, citizen groups, non-profit agencies, and other government entities. Provides training and guidance to code compliance staff. Supervises city vendors, contractors, seasonal staff, university interns, housing appeals board, makes proposed code changes, monitors and participates in statewide legislative proposals. Resolves extremely difficult cases and serves on state board association and chairs the Grand Rapids Area Housing Task Force.

- Plans, guides and directs the work of field officers and staff; oversees housing, nuisance, zoning and building maintenance code enforcement, and other assigned codes; monitors case load consistency and performance; makes assignments; ensures inspections are conducted properly
- Provides advice regarding complex or unusual cases and makes final decisions regarding problem issues; directs maintenance of city-owned property; makes code enforcement decisions in absence of administrator
- Resolves citizen's complaints; researches and investigates properties to determine appropriate action; provides written and oral responses to the public; assigns complaints to compliance officers
- Organizes and monitors activities of city-wide trash reduction program; schedules employees; monitors and inspects work to ensure proper performance; advises compliance officers in unusual or problem cases
- Evaluates performance of employees, participates in personnel actions and addresses labor relations issues
- Monitors vendor performance to ensure compliance with city contracts; approves expenditures and accounts for accurate fees
- Authorizes and directs maintenance activities for city-owned properties
- Maintains records on inspection activities; compiles statistics, analyzes data, and provides written and oral reports
- Makes recommendations for procedural and code changes
- Answers questions from the public, property owners, compliance officers, and vendors
- Makes presentations to community organizations and citizen groups
- Provides training to compliance officers
- Performs related work as required
- Collaborates with other departments in coordinating enforcement efforts and solving issues for citizens
- Collaborates daily with the City Attorney and Court department to provide recommendations court cases related to code enforcement activity as well as testify in court
Minimum Training and Experience
Required Education and Experience
- Associate's degree from an accredited college or university in a related field
- At least four (4) years of progressively responsible work experience in housing-related programs, administration, or code enforcement
- One (1) year of supervisory experience
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
Required Licenses or Certifications
- State of Michigan Asbestos Inspector License
- Valid driver's license
- International Code Council certification as a Housing Inspector and Zoning Inspector
