ABOUT THIS JOB

Position Specific Summary

The Code Enforcement Administrator at the City of Tucson Planning and Development Services Department (PDSD) is responsible for overseeing and managing the enforcement of local government regulations, codes, and ordinances related to land use, building safety, environmental standards, and property maintenance.

Work is performed under the supervision of the PDSD Deputy Director. This position exercises supervision over code enforcement division personnel.

Duties and Responsibilities

  • Manages the code enforcement division to ensure code compliance inspections, investigations, issuance of violations, documentation and participation in court hearings are being performed accurately and in an efficient matter. Oversees the preparation of budgets, staffing, and scheduling for the code enforcement division. Ensures that department resources are used efficiently and effectively.


  • Ensures compliance with applicable codes and ordinances. Investigates and inspects code compliance by reviewing the inspectors case file notes, case files, or completing site visits. Issues violations through email and letter correspondence, drafts documentation for court, and coordinates with other local government entities.


  • Directs the enforcement of zoning, building, health, and safety codes. Leads and manages the code enforcement team, ensuring all regulations are consistently followed within the jurisdiction.


  • Conducts regular inspections of properties, buildings, city vehicles, and tracking systems to ensure compliance with municipal codes, issuing violation notices where necessary. Investigates complaints regarding code violations and responds regarding code violations or complaints.


  • Ensures all local, state, and federal regulations are adhered to by the public, developers, and contractors. Maintains up-to-date knowledge of changing laws and codes. Works with property owners, contractors, and other stakeholders to resolve code violations, negotiating corrective actions and ensuring timely resolution of non-compliance.


  • Maintains accurate records of inspections, violations, citations, and any corrective actions taken. Prepares reports and presentations for local government bodies, including city councils or planning commissions.


  • Develops and implements community outreach programs to educate the public about local codes and regulations. Responds to public inquiries and provides information about code enforcement processes. Collaborates with other city departments to ensure effective enforcement and resolve complex code enforcement cases. Provides guidance and support to city staff and other relevant parties.


  • Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS
Education:
Bachelor's degree.

Experience:
Five (5) years of directly related work experience.

Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications:
Bachelor's degree in Public Administration, Urban Planning, Construction Management, Environmental Science, or a related field. Additional relevant certifications or coursework in code enforcement or a related discipline is a plus.
At least 10 years of experience in code enforcement, building inspection, or a related field. Previous supervisory or management experience is preferred.
In-depth knowledge of municipal codes, zoning laws, land use regulations, and building safety standards. Familiarity with local, state, and federal regulatory frameworks.
Strong leadership, organizational, and communication skills. Ability to manage multiple projects simultaneously and handle conflict resolution diplomatically. Excellent problem-solving and decision-making abilities.
Certified Code Enforcement Officer (CCEO) or similar certification.
