The city is moving from the planning stage to the development of several transformational projects. These include redevelopment in our Uptown commercial district, a large-scale development project Downtown, and redevelopment of a 100-acre infill site into a Live/Work/Play Innovation Neighborhood. Complimenting development in the heart of our city are plans for more than 1,000 units of new housing throughout the City, and robust industrial growth in our Interstate 94 corridor.

Example of Duties & Responsibilities

  • Manage the maintenance of city-owned vacant properties and buildings (Grass, Snow Removal, Other)
  • Manage the acquisition of blighted property
  • Manage the razing of blighted property
  • Manage the marketing and selling of city-owned properties
  • Manage infill development projects, including the Home Kenosha program
  • Assist in the implementation of redevelopment plans and projects in conjunction with other staff
  • Assist in the creation and administration of tax increment financing district in conjunction with other staff
  • Assist in the administration of federally funded CDBG & Home Programs

Requirements
Required Education, Training and Experience:
  • Bachelor's or Master's degree in Planning, Public Administration, Finance, Real Estate, or a related field
  • Three to five years of related work experience in the above-mentioned fields
  • Preference for experience in the public or private sector including real estate development, planning, inspection, land development, construction, real estate brokerage, property management, and involvement in a multi-disciplinary team

Required Knowledge, Abilities and Skills:
  • Knowledge of the laws, ordinances, and regulations related to redevelopment, CDBG, HOME, and tax increment financing districts
  • Knowledge of computers and job-related software applications
  • Ability to manage multiple projects simultaneously
  • Ability to read and interpret a variety of legal and financial rules and regulations
  • Ability to communicate effectively, both orally and in writing
  • Ability to prepare and present oral and written reports
  • Ability to read and understand maps, blueprints and similar relevant documents

Physical Requirements:
  • Task involves frequent walking; standing; some lifting and carrying objects of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop keyboard, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.

Method of Selection
Selection of qualified applicants will be based upon a rating of their training, experience and work record. The selection process may include written and/or oral examinations. Appointment will be made in accordance with City policy and the Civil Service Ordinance and Rules and Regulations. Most positions are included in a 17 step compensation plan. Most employees receive annual salary increases of 2.5% based on the current compensation plan. Additional across-the-board pay increases may occur annually.

We offer a high deductible health plan (HDHP) as of the first of the month following 30 days of employment. Employees who complete an annual health risk assessment enjoy access to the City's health & wellness clinic (family members too!) and premium-free health coverage.

Employees and their families may utilize the City's onsite Health and Wellness Clinic & 24/7 Virtual Primary Care. There is no co-pay nor cost to employees and their families to access Virtual Primary Care. The onsite clinic may be accessed for a $0-$25 co-pay based on type of visit.

Dental insurance is effective after the first of the month following 30 days of employment. There is no premium for this coverage.

Employees earn up to 12 days of sick leave per year. Sick leave can be carried over year after year & never expires during employment.
