ECS is seeking a Configuration Management SME to work in our Fairfax, VA office.
ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

ECS is seeking a Configuration Management SME that will oversee the development, implementation, and continuous improvement of a comprehensive configuration management plan for the CDM Data Services solution in accordance with DHS requirements. The candidate will work across development, test, and production instances to implement, administer and maintain configuration management tools and processes. These tools and processes will support configuration identification, control, reporting, and delivery of program products. This individual will balance the technical implementation of configuration management tools, with the identification of process requirements and resource coordination to achieve configuration management best practices. The candidate will also be able to synthesize processes that span teams, coordinating inputs and outputs, to capitalize on efficiencies to produce high quality products and ensure compatibility between component versions.
The successful candidate will have strong experience in both infrastructure and software configuration management in a cloud environment, including release versioning strategies using a distributed source control repository such as Git. The candidate should be familiar with Agile CI/CD processes and managing compatibility of COTS and open-source solutions. The candidate must have experience maintaining configuration of cloud-based environments including using infrastructure as code and using Ansible or other open-source technologies across multiple environments.

- Must be a US citizen per contract with ability to obtain Public Trust Suitability
- 8+ years of experience developing configuration and change management process and techniques with experience establishing and implementing a configuration and change management plan
- 8+ years of experience with identification of controlled artifacts (configuration items) and implementation of standard CM control processes
- 3+ years of experience implementing Configuration and Change Management processes within a government environment
- Advanced level experience validating and documenting compatibility of system components, including monitoring systems for configuration drift
- Advanced level experience with source control tools and technologies (Git or similar distributed repository technology preferred)
- Intermediate level expertise and experience in system architecture and engineering disciplines
- Intermediate level expertise managing integrated ALM solutions (e.g. JIRA integration with Confluence, Git/Bitbucket)
- Experience with Cloud platform-as-a-service with Amazon AWS
- Familiarity with the cyber security domain to include: governance and risk management, compliance, business continuity and disaster recovery, encryption, software development security, access control, network security / secure architecture, and security operations
- Excellent written and oral communication skills, effective interpersonal skills, problem solving ability and strong work ethic that is proactive and self-motivated. Must be able to inform, align, and hold team members accountable to established processes
- Experience developing and maintaining configuration management system tools, scripts, procedures, and documentation
