Minimum Qualifications:

Education
  • Bachelor's Degree in Construction Management, Electrical, Mechanical, Civil Engineering
    • In lieu of a Bachelor's Degree, a High School Diploma or GED and four (4) years of construction field or management experience in the development, review and management of construction projects and agreements, in addition to the experience stated below, will be considered.

Experience
  • Seven (7) years of construction field or management experience in the development, review and management of construction projects and agreements (Preferably with transit-oriented joint development and/or adjacent construction projects).

Certification/Licensure
  • Roadway Worker Protection (RWP) Training, Level 2 within 3 months of hire

Preferred
  • Bachelor's Degree in Construction Management, Electrical, Mechanical, Civil Engineering.

Job Summary/Duties:

The Joint/Adjacent Construction Engineer effectively implements and executes the established joint development and adjacent construction program by managing, planning, coordinating, communicating, and tracking joint, reimbursable, and adjacent construction projects within the Authority. The Construction Engineer is charged with efficiently managing the assigned projects and resources by working closely with the operating offices of the Authority and external agencies to ensure projects meet the needs of the jurisdiction, developer and ultimately the Authority.

ESSENTIAL FUNCTIONS
  • Researches Documentum database and other available resources to retrieve requested WMATA as-built information for Owners, Developers and Contractors (ODC) so that ODC can prepare project drawings, exhibits and calculations. Provides external customers with pertinent WMATA information so that their designs and work can be properly coordinated to avoid impacts to WMATA property and facilities.
  • Utilizes a combination of software programs (i.e. Documentum, Google Earth/Maps, WMATA Emergency Maps, ArcGIS), site visits and prior, specific project knowledge to review and analyze ODC plans, exhibits and documents related to projects to determine proximity to WMATA zone of influence and potential impact to WMATA property, facilities, operations and patrons. Confirms that all necessary information is provided to credibly evaluate the impacts to WMATA zone of influence. Prepares Impact Evaluation Forms so projects can be properly coordinated and tracked to avoid impacts to WMATA.
  • Reviews, analyzes and confirms ODC project impacts to WMATA's zone of influence and arranges introductory meeting(s) with ODC and provides information/instruction on WMATA's Adjacent Construction Project Manual (ACPM), Design Criteria, standards, specifications and requirements for working adjacent to any WMATA facility. Provides detailed instruction and guidance on WMATA submittal guidelines and project communication to avoid impacts to ODC schedule.
  • Develops time/cost estimates of WMATA support forces, engineering and crew, required to complete project and prepares corresponding letters of agreement. Prepares funding invoices to ODC and utility certifications for WMATA's LAND office for use in development of the WMATA Permit for each project assigned.
  • Works with Project Managers and other project stakeholders to develop Memorandums of Understandings and Project Design and Construction Agreements for third party management of structures and facilities to be owned and maintained by WMATA. Provides review of Contract bid documents to assure WMATA interests are adequately reflected in contract documents. Coordinates communications with internal offices/departments and external entities to assure WMATA needs are met. Oversees activities of augmentation/contractor staff.
  • Facilitates and processes ODC's badging requests and Roadway Worker Protection trainings.
  • Reviews ODC documents, including but not limited to monitoring reports, for completeness, accuracy and content prior to sending for discipline specific review.
  • Oversees, coordinates and tracks timely multidisciplinary WMATA subject matter expert's (i.e. structural, mechanical, electrical, ELES, SAFE and PARK) review of ODC submittal documents (i.e. plans, calculations, specifications and work plans) for each adjacent project. Compiles, coordinates and reconciles comments from WMATA departments to be delivered to ODC, and reviews comments prior to returning to ODC. Leads and coordinates multidisciplinary WMATA design review meetings and follow up.
  • Facilitates design review meetings, site visits, pre-condition surveys. Coordinates Site Specific Work Plan (SSWP) distribution and approvals, advising various operational WMATA offices of upcoming work. Ensure all WMATA pre-construction procedures are performed per established guidelines, permits for access to WMATA property are obtained and impacted WMATA departments are aware of and provide review and input of proposed ODC construction activities.
  • Oversees all aspects of WMATA involved activity of contractor's adjacent projects by ensuring compliance with WMATA procedures. Activities include minimally checking status of all projects assigned on a weekly basis. Attends Project Progress Meetings weekly. Reviews bi-weekly project personnel charges to manage finances and request funding invoices as needed. Maintains project files and records. Addresses and resolves construction issues that require coordination with other WMATA offices.
  • Enter track rights in the General Orders Track Rights System (GOTRS) to allow track access for ODCs. Prepare and submit Switching Orders and ensure they are accurate and complete before submission. Arrange for Crew Support on a weekly basis for projects that are both wayside and non-wayside.
  • Visit project sites regularly as required by management and/or as needed by project activities to confirm WMATA facilities are not impacted and ODC is in compliance with WMATA approved plans/safety measures, gain an improved understanding of the ODC's project limits in relation to the WMATA Zone of Influence and identify potential problems during construction.
  • Solve problems that arise on a day to day basis related to facility access, crew support, design submittal review issues, construction issues, etc.; coordinate with Upper Management for resolutions when the resolution varies between ODC and WMATA; protect WMATA infrastructure and assets and resolve issues in a fair manner as not to negatively impact WMATA or ODC's project.
  • Complete project Weekly Activity Reports as required by management.
  • Upon completion of project, obtains as-built documents from ODC as needed. Obtains all warranties as needed and ensure SCI or post-construction surveys are conducted. Ensures punch list items and closeout activities are complete. Upon verification of acceptance and closure of all open items, sign off on closeout form. Send close out information to Budget Analyst for financial reconciliation. Provides formal documentation of project closure for WMATA internal offices.
