Position Summary
Responsible for managing the Denver Water Construction/Geotechnical materials laboratory, supervising technical personnel in quality assurance for capital and distribution projects, and managing consulting agreements. Ensure laboratory testing services are safe, timely, and meet quality protocols and project requirements. Certified to perform field and laboratory material testing on soils, aggregates, concrete, and asphalt as needed; ensure maintenance of laboratory and equipment. Oversee staff training and utilization.
This position requires a strong knowledge of construction materials testing with respect to geotechnical engineering, concrete construction materials and techniques, and materials science, along with the ability to interpret construction contract specifications and drawings. This role necessitates utilization of contract documents and personal experience to provide direction, guidance, and approval to construction teams in the areas of soil materials, backfill and soil compaction, concrete mix designs, and concrete placement. Preferred experience on heavy civil potable water infrastructure, pipeline, dam, and building projects. Current or previous experience as materials testing technician is required, with in-depth understanding of testing methods for concrete and soils.

Duties and Responsibilities
- Hire, supervise, and mentor material lab technicians who perform field and laboratory quality assurance testing for Department construction projects.
- Manage, coordinate, and conduct field and laboratory tests in support of capital and distribution projects, providing quality assurance of constructed work by Denver Water sections and outside contractors.
- Serves as the key technical staff specialist with a strong understanding of the principles of construction materials testing, including geotechnical, concrete, and asphalt materials in the application of advanced theories, concepts, and processes for geotechnical principles, and concrete materials and construction; offers technical advice and quality assurance checks to engineers and technical staff and in support of project work.
- Establishes and administers on-call construction materials testing and geotechnical engineering contracts with outside firms and consultants if needed to support internal manpower. Represent the Department in dispute-resolution meetings with outside stakeholders.
- Recommend and assist in revising Divisions 03, 31, and 32 specifications for the Capital Project Construction Standards.
- Communicate effectively with consulting engineers, contractors, local governmental officials, property owners, regulatory agencies, manufacturing representatives, and other Denver Water Divisions.
- Acts as Certified Radiation Safety Officer (RSO) for Nuclear Density Gauges, ensuring CDPHE Licensing compliance.
- Aligns team efforts with strategic goals and communicates organizational programs and policies.
- Prepares and manages Materials Lab budget; coordinates and executes equipment and materials purchases.
- Recommends or implements procedural changes to improve performance or efficiency.
- Operates a variety of instruments and test equipment including nuclear density gauges, concrete, and other testing equipment both in the field and laboratory.
- Participates in local and national professional organizations concerned with concrete and geotechnical topics.
Minimum Requirements
Education and Experience
- Associate degree from an accredited college or university.
- 7 years of experience performing construction materials testing including laboratory and field testing on construction and geotechnical materials.
- Any equivalent combination of certifications, education, or experience that demonstrates the required skills, knowledge, and abilities for this position.
Licenses, Registration, and Certifications
- Must be able to possess and maintain a valid Class 'R' Colorado driver's license and have a satisfactory driving record.
- ACI Field Technician I or II within 6 months of hire.
- ACI Laboratory Technician within 6 months of hire.
- Certification in radiation safety and use of nuclear density gauges within 6 months of hire.
- Nuclear Gauge Radiation Safety Officer Certification within 6 months of hire.
