Washington State Parks and Recreation Commission is looking to fill one full time Construction Project Coordinator 4 position at Parks headquarters located in Lacey, Washington. Working hours are Monday - Friday from 8:00am - 5:00pm with the option for teleworking. This work will be in an office environment requiring travel and working outdoors up to 15% of the time.

This position leads the agency's statewide facilities management program including work planning, monitoring program performance, recommending and administering program budgets, and supervising program staff. The incumbent will be responsible for developing and administering a comprehensive system for continually assessing the condition and function of state park structures, landscapes, and supporting utility and transportation infrastructure and prescribing the most cost-effective measures for their care. Provides technical support to operations and maintenance managers on facilities management best practices and assists with identifying, scoping, estimating costs, and preparing planned and preventative maintenance plans and operating budget requests.
The Construction Project Coordinator 4has a significant role in the administration of the agency Facility Portfolio Management at the state level. This is the program run by the Office of Financial Management which requires that agencies document all facilities under their purview to assess and document condition and infrastructure longevity that includes park structures, landscapes, supporting utilities, and transportation infrastructures. The work performed in the ongoing assessments ties directly to the development of priorities for capital budget dollars and adheres to the state law requirement for facility life cycle cost modeling.

Duties

Facilities inventory, assessment, reporting and management planning:
- Coordinate input and collaborate with a wide range of professional and technical staff and consultants to identify, prioritize, scope, estimate costs, and prepare statewide ten-year capital plans and biennial capital budget proposals for development of new park facilities and replacement, renovation, major maintenance, or removal of existing facilities.
- Coordinate development of agency-wide standards for utility systems, building systems, components, furnishings and fixtures.
- Provide technical support to Operations Division Maintenance Program for statewide preventative maintenance plans and associated planned maintenance operating budget requests.
- Responsible for all facets of capital project management including oversight of programming, design, and permitting for various capital projects.
- Administer and manage Architect/Engineering (A/E) Agreements, Personal Services Contracts, Emergency Contracts, and Interagency Agreements.
- Manage the Construction phase of assigned capital projects.
- Maintains regulatory compliance and adheres to the ADA settlement which requires the agency to resolve ADA issues within a legally binding timeline for any post-1992 facilities.
- Meet regularly with Operation and Development Programs to facilitate and maintain the development of agency-wide standards for utility systems, building systems, components, cost estimates, and timelines for deferred maintenance list.
- Perform scoping in coordination with Facilities Scoping Team, Operations and Development Division staff to identify project components, cost estimates, and timelines for deferred maintenance list.
- In consultation with Parks Development Deputy Director, Facilities Program Manager, Capital Program Manager, Capital Budget Manager, Agency Maintenance Manager, and Operations Region Managers; assists in preparing the biennial capital budget proposal for Commission adoption.
Qualifications
