General Description
Under general supervision, performs work of varying difficulty in planning and managing design, construction, major renovation, and major maintenance projects from conceptual initiation through construction closeout and occupancy including, but not limited to: stakeholder engagement activities and charrettes; design development; bid document review; and construction oversight. Performs related work as required.
Essential Job Functions
Budgetary Responsibility:
Assists with the development of project budgets and controls cost of projects.
Report Preparation:
Develops presentations, analyzes and reports financial, scheduling, progress and other information as it relates to the project.
Equipment Operation:
Personal / laptop computer, smartphone and general office equipment related to the assigned area.
Contacts:
Architects, Engineers, Contractors, vendors, school principals, school division leaders, public agency leaders, office staff, Director, and Construction Contract Administrator.
Work Direction/Supervision:
Provides work direction to individuals assigned to jobs, or as assigned by the Director.
Decision Making:
High-level of independent decision making and problem solving required. Supervisor's approval required as deemed necessary by the Director.
Formal Policy-Setting Responsibilities:
This position will advise and assist the Director in establishing protocols and procedures.
Physical Demands:
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal, and to use a smartphone; to see and read a computer or phone screen and printed material with or without vision aids; hear and understand speech at normal indoor levels, outdoors and on the telephone; speak in audible tones so that others may understand clearly; physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead.
Work Environment:
While performing the duties of this position, the employee regularly works in an office environment. The noise level in the work environment is quiet. Other duties of this position require working outdoors in various weather and lighting conditions, and on job sites during various phases of project work.
Qualifications
Considerable knowledge of the principles and practices of project management and engineering, as related to building design, building construction and remodeling; of building construction methods and materials; of local, state and federal laws, ordinances, regulations and codes related to design, construction and remodeling of buildings/facilities. Ability to read and interpret complex plans and specifications; to administer contracts; to analyze and evaluate complex issues, make sound judgements, propose viable solutions and courses of action and establish priorities; to operate a personal computer and related software and other standard office equipment; to communicate effectively orally and in writing; to develop and maintain effective and collaborative working relationships with internal and external clients and vendors. Knowledge, skills and ability in the use of standard office software (Microsoft Word, Excel, Access and Project), cloud-based platforms (Google Drive) and equipment.
Requirements
Bachelor's Degree in Civil, Mechanical or Electrical Engineering Architecture, or equivalent, is preferred but not required; licensed as a Professional Engineer Architect and PM and/or CCM certification are preferred but not required; A minimum of five (5) years of work experience in this professional field as well as a minimum of five (5) years of experience in the public or other governmental building construction, K-12 educational facility design, or construction sector with government experience as a contractor. The candidate must submit to a personal credit check and have no judgements or other negative credit report.
Valid VA Driver's License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.

General Description

Essential Job Functions
- Coordinates charrettes and other meetings to engage A&E, staff, and other stakeholders to determine project requirements, including feasibility, scope, FF&E, cost and schedule.
- Develops and monitors project budget; manages and recommends for payment consultant and contractor invoices and change orders and works collaboratively with the Construction Contract Administrator and Director for final review.
- Works with Construction Contract Administrator and Director to procure architectural, engineering, professional and construction services; participates in interviews and supports contract negotiations.
- Serves as CCPS's Owner's Representative for contractors, consultants, suppliers and regulatory agencies to manage projects.
- Monitors and reviews projects through all phases; assures that projects are programmed, designed, and constructed in accordance with, budgets, scope, specifications, time schedules and other contract requirements
- Coordinates with staff, contractors, consultants and regulatory agencies for timely review and approval of plans and drawings, technical reviews, permit applications, surveys, regulatory reviews and community meetings.
- Conducts regular meetings with contractors, consultants, and stakeholders to monitor progress, anticipate obstacles, and resolve project issues.
- Prepares regular and updated project status reports, schedules and cost estimates, and maintains project records and documentation.
- Visits construction sites multiple times during each work week, completes appropriate documentation for site visits and meetings, and verifies the contractor's conformance to the production schedule.
- Ensures that contractor's work conforms to specifications, contractor is meeting safety requirements, and contractor is on schedule to deliver the work. Communicates frequently with Director regarding project status and works collaboratively with Director to develop corrective action plan(s) when these items are not being met.
- Makes changes to caliber and quality of work based on audit results and recommendations from the Construction Contract Administrator.
- Performs other duties as assigned.
