JOB SUMMARY
This position performs difficult professional and intermediate administrative work managing the design and construction of capital improvement projects related to public works infrastructure; does related work as required. Work is performed independently under the general supervision of the City Engineer or the Director of Public Works.
PHYSICAL DEMANDS
The work is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Additionally, the following physical abilities are required:

Education and Experience:
A high school diploma or equivalent supplemented by courses in civil engineering, construction management, or related field, and five years of experience in engineering, construction, design, and inspection of public works infrastructure. A Bachelor's Degree in engineering or construction is preferred.
Special Qualifications:
A driver's license valid in the State of Florida. Relevant licenses or certifications may be required as prescribed by the Director of Public Works.

- Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Climbing: Ascending or descending terrain, ladders, stairs, ramps, poles, and the like; using feet and legs and/or hands and arms. Body agility is emphasized.
- Crouching: Bending the body downward and forward by bending leg and spine.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
- Standing: Particularly for sustained periods of time.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

ESSENTIAL JOB FUNCTIONS
- Analyzes and defines project scope and budget with client departments/divisions.
- Consults with engineers, customers, vendors, outside agencies, and departmental/City employees to assess needs.
- Supervises development of standards and writes specifications for construction and service projects based on requirements.
- Reviews plans, specifications, and construction cost estimates provided by engineering consultants; supervises City review of contractor shop drawings.
- Supervises and inspects construction and maintenance work performed by contractors for compliance with plans, specifications, and standards.
- Supervises and manages inspectors assigned to construction and maintenance projects.
- Monitors safety procedures at construction sites.
- Develops change orders to incorporate differing site conditions and changing customer needs; negotiates change orders with engineers and contractors.
- Supervises and manages design and construction of intermediate construction projects merging the efforts of City forces from across all departments and contractors.
- Reviews and approves engineer and construction contractor project pay requests.
- Maintains progress records and tracks project budget expenditures to stay within authorized amounts.
- Manages tests in the field and keeps records of tests performed.
- Inspects material received by contractors at project sites to ensure it meets specifications.
- Maintains inspection records, permits, plans, and related documents on file.
- Assists in developing short and long range plans for utilities systems development and upgrades.
- Manages resolution of complex customer service issues requiring inter-departmental, inter-divisional, and/or inter-governmental coordination.
- Performs related tasks as required.
