Job Summary
The City of Bellevue is taking a unique approach to Business Intelligence by building a team that directly connects Data and Analytics, Continuous Improvement and Performance Management and supports the City as a whole in their journey to be more data driven, transparent and responsive to their customers. The Business Intelligence team does this by helping the City of Bellevue answer these three questions: 1: Do we understand our business and are we doing the right work? 2: How do we do our work better and better every day? 3: Are we meeting the expectations of our customers, both internal and external to the City and are we keeping our promises? The Continuous Improvement Project Manager position is responsible for leading the charge as we evolve our Continuous Improvement values into a clear and structured program that can help the City understand the work we do and find ways to do it better each day.
Strong Candidates will have a customer-focused approach, including coaching and mentoring co-workers at all levels. You will need to be able to work closely with management to apply continuous improvement techniques to help identify root causes to achieve process improvements. You will act as an in-house consultant working to build the Continuous Improvement capacity throughout the organization.

Essential Duties and Responsibilities
- Creates strategies and structure for an enterprise level continuous improvement program that supports the City of Bellevue Strategic Framework.
- Works with city leadership to identify and prioritize improvement projects.
- Support regular data driven business reviews by providing insight, guidance and expertise for process improvement opportunities.
- Plan, organize and implement continuous improvement workshops and trainings focused on a multitude of topics matching the best solutions to the problems at hand.
- Documents action items and interventions to provide opportunities for PDCA cycles and to check on the compliance to new processes.
- Provides coaching on leader standard work and organizational development opportunities.
Supervision Received and Exercised:
- Work under the general supervision of the Business Intelligence Manager
- Receives limited direct supervision and must be able to manage their work independently.
- This position will have one or more direct reports and will provide support as a lead on cross-departmental projects and teams.
Qualifications
Knowledge, Skills, and Abilities:
- Experience in developing new programs in a matrixed environment, including strategy, goal setting and implementation.
- Ability to speak knowledge to power, coaching people at all levels of the city government.
- An understanding of the foundational principles of Continuous Improvement and how to apply them.
- Ability to facilitate teams through process improvement and other strategic or organizational development projects
- Ability to talk about Continuous Improvement in plain language, staying away from jargon and terms that may discourage others from wanting to engage in the process.
- Ability to adapt to a changing environment adapting to changing priorities.
Education, Experience, and Other Requirements
- A Bachelor's degree in a relevant field.
- Minimum of 5 years of professional experience in a primary continuous improvement role.
- Lean Certification, Lean Six Sigma Black Belt or equivalent
