Duties * With the Director/Commander, plans and directs all work in the organization, ensures operational compliance with DCMA guidelines, accommodates changes in internal and acquisition program objectives, and evaluates organizational performance. * Monitors and scrutinizes organization operations via program/milestone status, reports, and operational recommendations. * Represents the organization in consultations with key officials from Congress, DoD, DCMA, DoD Military Services, and other government organizations concerning technical elements of contract management, contract funding, policies, and legislation. * Performs the full range of managerial personnel functions including day-to-day personnel functions. Requirements Conditions of Employment * Must be a U.S. citizen * Security Requirements: Non-Critical Sensitive with Secret Access * Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal. * Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service. * Pre-Employment Physical Required * Passport/Visa for selectee and family members may be required. * Immunizations for selectee and family members may be required. * Must be able to obtain and maintain a Government Travel Charge Card (GTCC). * Chief of Mission Physical: Department of State requires a thorough medical examination and various vaccinations. Family members must also pass a medical examination (the cost for family members is not covered by the Agency). * Foreign Affairs Counter Threat (FACT) Training is a mandatory Department of State 5 day training course for employees who travel to certain overseas locations. Once completed the certification is valid for 5 years. * Tour Length: 36 Months Accompanied Qualifications To qualify for a Contract Management Deputy, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: * Supervising professional and technical employees who administer and/or implement acquisition contracts. * Analyzing organization-wide programs, identifying issues, and recommending improvements. * Negotiating contractual issues related to funding and/or procurement. * Administering procurement/acquisition contracts for major defense systems using the Federal Acquisition Regulation (FAR). Education Substitution of education may not be used in lieu of specialized experience for this grade level. Visit DoDI 1315.19 . * Medical and DoD Dependents Schools special education services may not be available in the immediate location of this position. * If an employee brings a child to an OCONUS location and that child is entitled to attend a DoD school on a space-required basis, the DoDEA and the Military Dept responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services. If an employee brings an infant or toddler (up to 3yrs of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis, then the Military Dept. responsible for Early Intervention Services will provide the infant or toddler with the required EIS. Visit DoDEA 1342.13 and DoDM 1342.12 . * Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement OCONUS may require you to initiate a change in your health benefits plan to ensure coverage. If an employee brings a family member to an OCONUS location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care.
