Description:

Duties * Serves as the consultant to all disciplines regarding contracting issues, answering pertinent questions regarding the meaning of contract terms and conditions. * Is responsible for assuring satisfactory performance and delivery of the final product under the contracts. * Performs a wide range of contract surveillance duties in support of healthcare and contracting efforts including pre-bid Quality Assurance (QA) tasks, QA inspections and performance of certain contract administrative functions. * Reviews pre-bid contract specifications for compatibility with contract proposals. * Prepares QA surveillance plans to monitor the Performance Requirements Summary (products that are evaluated by the government). * Conducts pre-bid site visits and inspections. * Implements the Quality Assurance Surveillance Plan (QASP) and records the results of each quality review. * Determines the effect of each action on the three most important facets of the contract: cost or price; delivery; and performance. * Provides the contracting officer with an evaluation of contractor performance * Prepares the government estimates for unacceptable level of effort or time using appropriate cost estimation techniques. * Investigates complaints from customers relative to service, damages, property loss or other matters which involve the contracts. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series * The incumbent of this position must file, initially and annually, a Confidential Financial Disclosure Report (SF-450) in accordance with the requirements of DoD Directive 5500.7R and BO 5370.11. * This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. * This is a Defense Acquisition Workforce (AWF) position. * Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years. * Practitioner Career Level Certification must be met within 5 years. * Advanced Career Level Certification must be met within 4 years. GS 7 level- Specialized Experience: One year of specialized experience which includes any two or more of the following; inspecting maintenance operations to ensure compliance with service contracts; documenting and/or reporting on inspection findings; evaluating requests for contract modifications; providing technical assistance to customers and contractors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Healthcare Administration or Contract Administration. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS 9 Level Specialized Experience: One year of specialized experience which includes performing any of the following; contract development, contract surveillance, contract management, and/or budget management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Health Care Administration, or Contract Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS 11 Level -Specialized Experience: One year of specialized experience which any two or more of the following; reviewing contract details for completeness in accordance with established guidelines; monitoring contract activities and/or performance for compliance with contract specification; utilizing financial systems to track contract financial data; and providing technical assistance to the customer and contractor with contract interpretation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Health Care Administration, or Contract Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
