The Office of Technology Services (OTS), Project & Portfolio Mgmt. (PPM) is looking for an energetic person to fill a supervisory position. This position will act as manager of IT Statewide Program Managers that lead in the application of project management methodologies for highly complex information technology projects that have been procured through the RFP process or other means.
Prior to a new hire, a background check including criminal record history will be conducted. Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology or administrative services; OR
A bachelor's degree plus five years of experience in information technology or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

EXPERIENCE SUBSTITUTION:

This position is within the Office of Technology Services (OTS) - Product Delivery - Management - Contracted Delivery section and is responsible for directing and managing a subset of IT Statewide Program Managers. The incumbent will act as manager of IT Statewide Program Managers that lead in the application of project management methodologies for highly complex information technology projects that have been procured through the RFP process or other means. Supervision is received from an IT Statewide Director 1 or higher-level authority. Other reporting relationships may be approved by SCS.
40% Performs managerial responsibilities, administrative functions, support and guidance for a subset of IT Statewide Program Managers within the Product Delivery Management unit. Conducts recurring meetings with staff to assess productivity, provide support, and guidance. Conducts expectation meetings with staff and provides timely feedback, both constructive and positive as necessary. Performs and ensures annual performance plannings and evaluations are conducted timely, professionally, and completely. Works with staff to identify strengths, weaknesses, and areas of improvement and growth. Assesses subordinate performance and provides training and guidance as necessary.
40% Reviews new staffing requests, provides input, and makes recommendations to Product Delivery Leadership. Provides input into Product Delivery strategic planning relative to the Management section. Meets with Product Delivery leadership to facilitate efficient staffing, provide recommendations for changes in policy and/or procedures to improve operational performance for the unit or section. Evaluates staff progress toward personal, unit, section, and department goals and objectives; reports progress to Director 1 and other Product Delivery Leadership as necessary.
10% Responds to budget requests, including projection requests, from OTS budget office and Agency budget office. Assists with enhancing the project and portfolio management document library by identifying needs for templates and processes, developing resources, and reviewing documentation. Assists with audit requests. These templates and processes include but are not limited to project initiation, requirement specifications, project plans and timelines, training guides, testing plans, scope definitions, communications, dashboards, and risk management.
5% Reviews and evaluates potential impacts of new and emerging technologies related to staff and supported projects. May review and recommend software products, tools and training courses. Assists in the development of specifications and scopes of work for resource requests, RFPs, and other procurement processes. Negotiates with vendors.
5% Performs special tasks as assigned. This may include assisting higher level IT Statewide personnel as needed, directing another team or project in the absence of the manager or program manager, assisting in the preparation of specialized research and reports, serving on design review committees, and RFP evaluation committees.
