Job Description

Summary/Objective

The Contracting Officer will serve as the primary contractual point of contact for a large DoD aircraft simulation and training program. This role is responsible for the full lifecycle of contract management, ensuring compliance with federal regulations, mitigating risks, negotiating terms, and interfacing with government contracting officers and program leadership. The position requires expertise in government contracting, a proactive approach to problem-solving, and the ability to manage multiple complex agreements simultaneously.

While remote, this position will require travel to attend customer, program, and proposal meetings as necessary.

Essential Functions

  • Oversee all aspects of contract negotiation, execution, administration, modifications, compliance, and closeout.
  • Act as the primary interface with government contracting officers, auditors, and program officials, ensuring contractual obligations are met.
  • Lead contract negotiations, identify potential risks, and implement strategies to mitigate exposure while ensuring compliance.
  • Review and evaluate customer Requests for Proposal (RFP) for new business efforts and/or modifications to existing contracts.
  • Ensures final contract documents are consistent with agreements reached at negotiations.
  • Ensure strict adherence to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable laws.


  • Coordinate proposal generation and submission, collaborate with other functional areas to investigate and reconcile significant contract changes that impact cost, schedule, technical specifications, etc..
  • Correct contractual issues, disputes, and interpretations by coordinating with internal stakeholders, legal teams, and external customers.
  • Develop and apply solutions to complex problems which require a high degree of ingenuity, contractual creativity, and innovation.
  • Maintain accurate contract records, approvals, and correspondence while preparing reports for leadership.
  • Continuously evaluate and oversee contract performance.
  • Support internal and external audits, providing necessary documentation and explanations.
  • Manage and update contract management written processes across the business.
  • Identify and implement best practices for contract management efficiency and compliance.
  • All other duties as assigned.

Required skills and abilities to effectively perform this position include, but are not limited to:
  • Demonstrated ability to engage with senior management and external customers professionally and clearly, representing contracts or program issues effectively.
  • Experience in reviewing and drafting terms and conditions (acceptance, intellectual property, warranty, liquidated damages & penalties, limitation of liability) which minimize risk and maximize return on sales.
  • First-hand negotiation experience.
  • Experience in innovative contracting approaches to manage complex agreements.
  • Proactive and independent, requiring minimal supervision, with the ability to comprehend complex financial and business concepts.
  • Aptitude for building and maintaining relationships across various levels within and outside the organization.
  • Excellent organization skills with the ability to prioritize and deliver effective presentations to executive leadership.


Education and Experience
  • Bachelor's Degree in relevant field such as business administration, contract management, or a related discipline. Master's degree is preferred.
  • 6-12 years of experience in a contracting officer role within the DoD federal contracting industry focused on simulation training and maintenance programs.
  • Desired certifications include National Contract Management Association (NCMA) and/or International Association for Contract & Commercial Management (IACCM).
  • Expert of federal acquisition regulations and compliance requirements pertinent to DoD contracts.
  • Familiarity with industry standards and best practices in contract management within the defense sector.


Supervisory Responsibility
This position manages and leads projects and teams from diverse disciplines. May directly manage others.

Work Environment, Programs, and Tools

This position operates in a remote office environment and requires an individual to walk, stand, sit, use hands/fingers to type, talk, listen and look. Reliable internet and connectivity to frequently meet on remote video platforms.

Required knowledge of the following tools, equipment, and programs includes: laptop, phone, scanner/printer/fax, Microsoft Office Suite such as SharePoint, Word, PowerPoint, Outlook, Excel and Project, and Adobe Acrobat Pro. Proficiency in using contract lifecycle management tools to manage contract processes efficiently. Experience with Enterprise Resource Planning systems to integrate contract management with other business processes.

Position Type/Expected Hours of Work
This position will be a remote position but can also be located with the corporate office in Tallahassee, FL, or other program sites to include Altus AFB, OK, JB Charleston, SC, or JB Lewis- McChord, WA. If co-located, a hybrid work from home/on-site schedule may be required. Core Business Hours will typically be included in the Eastern Time Zone regardless of location.

This position is full time salaried exempt, expected to work no less than 80 hours a payroll period. This position may require evening/weekend work and work outside of the typical work hours as needed.

Travel

Must be able and willing to travel 5% to various locations to support Government and Program meetings.

Security Clearance

Must have an active DoD Secret Security Clearance or the ability to obtain one within 6 months of employment.
