Job Summary:
The Contracts Specialist position manages, administers, and monitors the Space Systems Division performance and delivery on government and commercial contracts/subcontracts while providing the requisite oversight for the resolution of contract/subcontract issues. The Contracts Specialist will also assist division personnel with RFP/RFQ bidding strategy, proposal preparation and review.
Essential Responsibilities:
Responsible for the review and interpretation of RFP/RFQ, evaluation factors and proposal requirements to identify any potential issues/concerns for follow up
Assists the program team in the development of bid strategy and proposal preparation and review
Reviews proposals prior to signature/submission to ensure alignment with the solicitation requirements (e.g., CAS, etc.), to ensure appropriate factors have been considered and any necessary information on contract risk mitigation has been identified and communicated
Responsible for the preparation of any proposal related Representation and Certification information and other related solicitation documentation
May assist in developing a list of applicable flow-down clauses for inclusion in subcontract/supplier RFQs/RFPs; and the evaluation of subcontractor/supplier proposals for completeness and adherence with Prime contract flow-down requirements
Responsible for the coordination and response to any customer inquiries regarding ILC Dovers proposal submissions
Acts as the primary negotiator for pricing, delivery schedules and applicable terms and conditions
Responsible for identifying any risks to ILC Dovers interests (e.g., risk mitigation, limitation of liability, etc.) and intellectual property (IP)/technical data rights during negotiations and fully documenting negotiation outcomes
Reviews contractual documents to ensure alignment with the negotiated settlement, adherence to company policies and the incorporation of related specifications/requirements. Flags any discrepancies for follow up
Assists department managers with the resolution of contract/subcontract compliance issues and legal/regulatory requirements
Responsible for handling contract award confirmations, reviewing agreement amendments/modifications, reviewing agreement terms and conditions, and identifying any potential issues for follow up
Responsible for ensuring contractual reporting requirements are accomplished (i.e., Contractor Manpower Reporting, DD250s, DD1149s, CPARS, Subcontract Plan Reporting, etc.)
Prepares all correspondence related to contract/subcontract change notifications, to obtain extensions to the period of performance/schedule, to obtain additional funding/funding limitation notifications and if required notify the customer of any key personnel changes
May assist in the drafting of NDAs, MOUs, MOAs, Teaming Agreements, Export Licenses, Technical Assistance Agreements, OCI Plans and other related agreements
Prepares contract close out information in accordance with applicable contract requirements
Qualifications:
Must be able to access shared database and physical locations with government programs (U.S. Citizen or Permanent Resident of the U.S.)
Bachelors degree in Business or related field and seven or more years of progressive experience in government/commercial contracts
Experience leading federal price proposals to include developing pricing strategy and preparing pricing volumes in response to complex proposal requirements.
Demonstrated negotiating, communication, customer service, strategic, and collaboration skills and the ability to exercise sound business judgment and discretion
Comprehensive knowledge of FAR, NFS, DFARS, and other Agency supplements; and the government acquisition/contracting process spanning all major contract types (FFP, CPFF, CPAF, CPIF, T&M, IDIQ, etc.)
Experience with contractual provisions that address business, financial and legal risks, including Statements of Work, Schedules, compensation, changes, termination provisions, indemnification, limitation of liability, and all other potential areas of risk
Detailed knowledge of IP/Technical Data Rights clauses and IP/Technical Data Rights marking guidelines
Detailed knowledge of Sole Source and Competitive Acquisitions to include source selection / evaluation process including Best Value, Past Performance, cost/price analysis and FAR Part 12 and 13 procedures.
Knowledge of Government Property Administration, Estimating Systems, Material Management Systems, Cost Accounting Standards, Export Control, etc.
Detailed knowledge of government contract administration duties including change management, inspection, acceptance, payment, warranty, contract close-out and records retention
Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.s teaming and other forms of agreements
Familiarity with general business operations and management functions and principles (business development, finance/accounting, operations, performance management)
Demonstrated written and oral communication skills, customer relations, attention to detail and accuracy, excellent organizational skills, and the ability to work as part of a team
