Description

ORBIS is seeking a skilled and experienced Contract/Subcontracts Manager to join our team. The ideal candidate will have cradle-to-grave experience in administering federal government contracts and contractual relationships with prime contractors and subcontractors and must also have strong written and oral communication skills, be detail-oriented and proactive, and be able to work with minimal supervision.

Key Responsibilities
  • Provide expert contractual direction and guidance in all phases of the business cycle (pre-proposal, proposal, negotiation, and post-award)
  • Provide evaluation, solution based business and contractual guidance, and risk mitigation strategies for contractual and business obligations, opportunities, rights, and remedies
  • Manage government contracts from "cradle to grave" and contractual relationships with prime contractors and subcontractors
  • Prepare, review and negotiate a variety of agreements including NDA's, Teaming Agreements, Contracts, Subcontracts, and Partner Agreements
  • Establish and drive implementation of contract policies, processes, and procedures
  • Provide leadership, oversight, direction and guidance of compliance awareness with contract and regulatory requirements
  • Develop strong, ongoing relationships with internal/external customers throughout the business cycle
  • Ensure ongoing management of internal and external contractual obligations
  • Work closely with the Project Management Team and other project team members to identify, analyze, and communicate potential financial, performance, and compliance risks
  • Work in support of bid and proposal preparation, leading solicitation and request for proposal review and analysis, preparation
  • Work with bids and proposal team on growth opportunities including new contracts and change orders
  • Review proposals to ensure they meet company policy and customer solicitation requirements, determine the applicability of government laws and regulations
  • Ensure that compliance issues and concerns are appropriately evaluated, investigated, resolved, and reported accordingly
  • Lead team in negotiation preparation and negotiation execution
  • Maintain internal company contractual records and databases, as well as maintain records for correspondence and documentation in relation to established contracts and those in progress


Skills, Knowledge and Expertise

Education:
  • Bachelor's degree and a minimum of 10+ years of prior relevant experience in Federal Government contracts management
  • In lieu of a degree, 15 years of experience with Federal Government contracts management including overseeing proposals and negotiations

Clearance:
  • TS/SCI clearance preferred, with the ability to obtain and maintain a TS/SCI level of clearance

Requirements:
  • Experience with contract terms or agreements negotiations
  • Experience with Contracts and Subcontracts in support of U.S. Government clients
  • Strong contract development, review, redlining and negotiating experience with federal customers
  • Knowledge of negotiating various contract types including Firm-Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFPLOE), Cost-plus-fixed-fee (CPFF) Term and Level-of-Effort (LOE), Time & Materials (T&M), and Indefinite Delivery, Indefinite Quantity (IDIQ) contract types
  • Experience supporting bid and proposal preparation, leading solicitation and request for proposal review and analysis, preparation, and ensuring compliance and adherence to company review and approval requirements
  • Knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR and other US government procurement regulation
  • Proven ability to provide both strategic and tactical support and guidance in contractual matters, strong business acumen
  • Ability to think critically and develop creative solutions
  • Demonstrated business acumen/finance experience
  • Strong oral and written communication skills are a must
  • Extremely detail oriented
  • This position is mostly remote with the ability to attend onsite meetings in the Washington Metro Area region

Physical Requirements
  • Prolonged periods of sitting at a desk, working on a computer, and talking on a phone.
  • Routine video conference and/or in-person meetings.
  • Ability to attend planned meetings within the Washington Metro Area region.
