North Los Angeles County Regional Center ("NLACRC") is a private, non-profit organization that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school-age children, and Transition-age youth, to adults and aging adults.

SCOPE

Oversees accounting functions, including, but not limited to payroll, general ledger, accounts payable, revenue, audits and various state-mandated programs.

SUPERVISION:

Receives direction from the Director of Finance. Provides general supervision to assigned fiscal staff.

EXAMPLES OF DUTIES:

1. Direct Supervision: Accounts Payable Supervisor, Audit and Revenue Supervisor and payroll staff.

2. Assigns, monitors, evaluates and approves the work of department staff. Ensures that all work meets established state and internal control standards. Ensures the Accounting Department's adherence to Agency policies and procedures.

3. Manage the accuracy and productivity of day-to-day activities and functions of the Accounting Department.

4. Assists in preparing a variety of reports including expenditure projections and financial reports. Reviews bank reconciliations, general ledger, audit reports, and the work of Accounting Supervisors.

5. Ensures compliance and accuracy of accounting functions by periodic internal audits and continuous training of accounting staff.

6. Participates on the management team and leadership group to recommend and determine department and Agency needs and practices. May participate in Board or Committee meetings as needed.

7. Selects, trains, directs and evaluates assigned staff. Provides routine staff supervision.

8. Assists in coordinating external audits.

9. Assumes leadership on special projects.

10. Coordinates projects including cross departments as needed.

11. Proficient ability to analyze and verify the accuracy of computer generated reports and insures proper recording and reporting of accounting data.

EMPLOYMENT GUIDELINES:

Knowledge: Accounting principles and procedures, budgeting principles and procedures, California requirements for Regional Center operations, Regional Center internal operations, program supervision.

Skills: Developing accounting systems and procedures, managing computerized accounting systems, policy interpretation and procedure implementation, clear oral and written communications, proficiency with computer programs, staff supervision and leadership, staff training.

Education & Experience: Any combination equivalent to or likely to provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

1. A Master's degree in Business Administration, Finance or a closely related field,

AND

2. A minimum of 5 years or more of related professional experience, including at least 3 years of supervision of exempt and non-exempt staff. Certified Public Accountant and experience with a non-profit preferred.

A valid California Driver's License and transportation, or acceptable substitute, are required for this position.

This position is exempt.
