SUMMARY
Incumbent is responsible for the day-to-day operations of the Accounting Department and exercises managerial and supervisory functions. It is an upper management position, responsible for maintaining the integrity of the FNA accounting system, compliance with terms and conditions of all grants and contracts, and compliance with the requirements for single audit.

It is an upper management position, responsible for maintaining the integrity of the FNA accounting system, compliance with terms and conditions of all grants and contracts, and compliance with the requirements for single audit.
JOB DUTIES
- Supervise and mentor accounting staff, providing guidance and support as needed.
- Assists supervisor with review and records management of all new grants and contracts.
- Monitors compliance with grant and contract procurement and reporting requirements, ensures that programs as well as fiscal reports are submitted in a timely manner.
- Monitors retirement plans to ensure compliance with plan rules and legal guidelines. Coordinates the independent retirement plan audit and reports the result to Finance Director.
- Oversight of monitoring budgets and modification needs; reviews budget modifications with program directors and ensures submittal to funding agencies per grant/contract requirements.
- Coordinates preparation of annual and quarterly financial reports, and such other reports that are required for issue and review by supervisor.
- Manages and schedules all functions of annual independent Single Audit.
- Makes fiscal policies and procedures recommendations to supervisor.
- Coordinates implementation of approved procedures and systems.
- Performs oversight of computerized systems for organizational accounting.
- Acts as Director of Finance, in their absence.
- Maintains and reviews accounting internal control systems to ensure integrity of output and acceptability of all authorizing documents and transactions; recommends and implements improvements to internal control systems based on regular analysis of needs and output.
- Develop and maintain internal controls to ensure accuracy and integrity of financial data.
- Collaborate with other departments to streamline processes and improve financial performance.
- Perform other job-related duties as assigned.

- Understanding of financial principles, accounting standards, and regulations.
- Proficiency in financial analysis, reporting, and forecasting.
- Strong written, analytical, verbal, and interpersonal skills.
- Strong problem-solving skills.
- Ability to keep accurate records and produce timely and accurate written reports.
- Ability to learn and apply program/agency operating policies and procedures.
- Knowledge of programs/agencies serving the Fairbanks North Star Borough.
- Effective oral and written communication skills with demonstrated sensitivity to the lifestyles of targeted participants.
- Advanced skills in operating personal computers using a variety of computer software.
- Skill in managing multiple priorities and tasks concurrently and meeting deadlines.
- Ability to establish and maintain cooperative working relationships with others.
- Ability to work independently as well as with teams.
MINIMUM QUALIFICATIONS (Education & Experience)
- Bachelor's degree in Accounting or related field.
- Three (3) years of experience with the full accounting system, including A/P, A/R, payroll, cash and equivalents, etc.
- Two (2) years of supervisory experience
- A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.
PREFERRED QUALIFICATIONS (Education & Experience)
- Certified Public Accountant (CPA).
