Position Summary
The Controller for Glenbard High School District 87 will play a vital role in supporting the district's financial integrity and operational efficiency. Reporting directly to the Assistant Superintendent of Finance and Operations, the Controller will be responsible for overseeing the district's accounting operations, ensuring accurate financial reporting, budget monitoring, and compliance with state and federal regulations. This position is a leadership role with supervision of the day-to-day staff in the business office. This role will include the preparation of monthly, quarterly, and annual financial reports, supporting budget development, and implementing best practices to streamline accounting processes.
In addition to managing day-to-day accounting functions, the Controller will be instrumental in enhancing internal controls and developing effective financial procedures. The individual will work closely with department heads and school administrators, providing guidance on budget management and offering insights to support informed financial decisions. By analyzing financial data and conducting thorough audits, the Controller will help maintain accountability and transparency across all financial operations within the district.
This position is essential to upholding the district's commitment to fiscal responsibility and long-term sustainability. The ideal candidate will bring a strong background in accounting or finance, a keen attention to detail, and excellent communication skills to foster collaboration with both internal and external stakeholders. Qualifications
- BA/BS in Accounting, Finance, or relevant field (CPA preferred)
- Chief School Business Officer (CSBO) endorsement or interest in pursuing; preferred
- Minimum 3 years of accounting experience (school finance a plus) in audit oversight, budgeting, cash management and bank reconciliation
- Knowledge of accounting principles (GAAP), governmental auditing standards (GASB), and fund accounting in Illinois school districts (preferred)
- Strong analytical skills, good working knowledge of EXCEL, MS Office Suite and Google suite, familiarity with Skyward financial system a plus.
- Ability to lead and supervise a team in the day to day operations of the business office and to participate and foster professional growth of our staff
Essential Duties and Responsibilities (Not all Inclusive)
Audit & Controls
- Oversee annual independent audit, providing necessary documentation to auditors and perform role of liaison to audit staff.
- Monitor A/P transactions for timely payment, accuracy and compliance with policies and procedures
- Supervision of procurement card program and their uses. Ensure appropriate and consistent use including the number of cards and dollar amounts provided.
- Supervise internal cash controls - ensure building staff follow district approved procedures
- Prepare budget worksheets for appropriate staff members.
- Review budget requests for reasonableness and coordinate entry into system.
- Prepare the tentative budget document for review and approval by senior staff, in accordance with Administrative and Board of Education Policy.
- Coordinate with Human Resources to ensure the accurate and efficient budgeted salaries and stipends
- Monitor & analyze budget to actual variances
- Team with Assistant Superintendent to develop base five-year forecast.
- Maintain chart of accounts in accordance with the Illinois Program Accounting Manual (IPAM).
- Review journal voucher entries prepared by Business Office Staff as required (cash, revenue and expenditure transactions).
- General ledger responsibilities. Including but not limited to audit of general ledger transactions for validity and accuracy.
Cash Management
- Ensure monthly bank reconciliation is completed on a timely basis to ensure assets are correctly stated.
- Maintain cash flow analysis.
- Transact and record bank transfers, wires, and ACH credits/debits, as needed.
- Team with financial banking institutions (i.e. PMA) to discuss and monitor day-to-day investment activity.
- Team with Assistant Superintendent to develop investment strategy. Provide progress updates quarterly and ensure the board receives appropriate communication on a regular basis
- Ensure building cash controls are communicated and adhered to
Financial Reporting
- Prepare revenue, expenditure and investment reports for Finance & Facility Committee (including year-end financial forecast for revenues and expenditures)
- Perform ISBE financial reporting, including, ISBE 50-36, ISBE 50-37 and ESSA reporting.
- Lead and coordinate timely claims in IWAS financial reporting for department
- Ensure District-wide tracking sheet for all IWAS reports is accurate and updated no less than annually
- Ensure Student services Medicaid claims (in MAC system) are completed accurately (quarterly)
- Ensure sales tax reporting is completed accurately (monthly)
- Provide report analysis as needed (% collection of levy, energy usage trend, etc.)
- Coordinate fixed assets report and review as needed
- Coordinate 1099s & related IRS reporting and SAM renewal (annual)
- Ensure funds for Arbiter are transferred (as needed) and support fundraising (Snap) account management
Requisitions and Purchase Orders
- Review and approve requisitions and purchase orders
- Ensure AP & Bookkeepers close purchase orders while maintaining separation of duties
- Set and communicate strict timelines for requisitions & purchase orders
