Essential Functions
  • Accounting:
    • Prepare and maintain official accounting records for all university funds.
    • Maintain the university's Finance ERP system.
  • Student Financial Services/Cashiering:
    • Collect and receipt all revenues and deposits to university accounts, including student payments and collections.
    • Manage student tuition and fee accounts, as well as other receivables.
    • Handle annual 1098-T reporting.
  • Business Asset, Inventory Control, and Records Retention:
    • Serve as custodian of all university assets.
    • Conduct annual inventory, inventory control reporting, and manage the survey and disposition of surplus property.
  • Direct Support Organization (DSO) Accounting:
    • Act as accounting manager for the University of North Florida Financing Corp.
    • Provide accounting, reporting, and ERP assistance to the university's other DSOs as required.
  • Disbursements:
    • Process, record, and account for all university debts and financial obligations, including student financial aid disbursements.
    • Handle annual vendor 1099 reporting.
    • Assist Treasury with bank reconciliation and ERP related items.
  • Financial and Accreditation Reporting:
    • Oversee annual federal and financial audits of the university.
    • Prepare interim and year-end financial reports for various constituencies, such as auditors, bond rating agencies, Board of Trustees, Board of Governors, NCAA, and IPEDS, ensuring compliance with relevant accounting pronouncements.
  • Travel Management:
    • Oversee guidelines and procedures for travel authorization and reimbursement.
  • Tax Issues:
    • Oversee accounting and reporting for tax areas such as sales tax, worker classification, non-resident alien issues, unrelated business income, and sponsorship/advertising, etc.
  • Policy-making and/or interpretation:
    • Responsible for interpreting and communicating fiscal policies of the Federal Government, State of Florida, Board of Governors, University Board of Trustees and the University to various constituencies including Deans, Directors, Department Heads and other University personnel.
    • Responsible for implementing all financial, cost, and tax accounting policies and procedures.
  • Other Duties:
    • Perform other duties and special analyses as requested by the Associate Vice President or Vice President.
    • Serve on committees and attend various organized campus groups.


Other Characteristics of the Position
  • Proven supervisory and leadership skills, strong interpersonal skills, and excellent communication skills along with knowledge of GASB (including recent pronouncements), fund accounting and financial management information systems.
  • Extensive planning, innovation, formulation and implementation of accounting techniques and administrative processes to establish and maintain controls while motivating employees to provide superior customer service. Leadership skills to guide staff through changes. Demonstrated ability to communicate with staff and with the campus constituencies as a whole. Demonstrated ability to work well under pressure. Highly ethical.
  • Preference given to individuals who hold a CPA certificate; have previous experience with Higher Education ERP systems; are eligible to sit for the CPA exam.


Program Direction and Development
  • This position is responsible for the formulation and implementation of the University's financial and accounting program including issues relating to or resulting from devolution from the State and the implementation of an ERP system.
  • Design and implementation of materials/goods life cycle system. Evaluation and enhancement of the unit is also the responsibility of the position.
  • The University Controller shall develop a service-oriented program to support the instructional, research and service functions of the University of North Florida.


Monetary Responsibility
  • The functions of this position involve the handling of over $300 million in revenue and over $300 million in operating expenditures as well total net assets of the University for Fiscal Calendar.

  • Office Manager, Tax Analyst, Assistant Controller/Reporting, Assistant Controller/Bursar, Assistant Controller/Disbursements and Business Assets.


Supervision Received
  • As indicated by the professional level of this position, it is anticipated that little daily supervision is required and oral guidance during weekly meetings with the Associate Vice President for Administration and Finance would be sufficient. The incumbent is expected to communicate with the supervisor and to make known immediately the occurrence of any serious problem or to note ant areas where assistance may be needed


Required Qualifications:

This position requires either (a) Master's degree from an acceptable accredited institution in a directly related area of specialization and six years of experience directly related to the job functions; (b) Bachelor's degree from an acceptable accredited institution in a directly related area of specialization and eight years of experience directly related to the job functions; or (c ) 12 years of direct experience.
