Position Summary
The Controller/Treasurer is an integral part of the Budget & Accounting Services division providing leadership for all the accounting functions of the University. The position guides University financial decisions by administering and ensuring compliance with University, State of Utah, Federal, and other applicable policies, procedures, laws, and regulations. Oversees the production of accurate and comprehensive financial reports, ensures the reported results comply with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) standards. Oversees the University's investment portfolios, ensures the safeguarding of funds and a return on investment in accordance with applicable policies and procedures.

Position Summary

Oversees the University's investment portfolios, ensures the safeguarding of funds and a return on investment in accordance with applicable policies and procedures.
Essential Functions
- Coordinating preparation of internal, state, and federal financial reports including the University's annual financial report, Utah System of Higher Education reports, federal tax filings and Department of Education reports (IPEDS, EADA, A-133, etc.), and NCAA athletic reports.
- Coordinate annual financial audit, as well as other audits and reviews conducted by state or federal agencies as it relates to financial data and ensure compliance with federal and state laws, regulations, GAAP, GASB, and university policies and procedures.
- Implement changes to endowment and cash management investment portfolios as approved by the Investment Committee of the Board of Trustees as necessary to achieve investment allocation goals established by the Committee.
- Represent the department or division on various board of trustees' committees including the audit committee and investment committee, and various other institutional workgroups, task forces, or committees as assigned. Serve as the University's Institutional and University Foundation Public Treasurer, as well as the Shakespeare Foundation Public Treasurer.
- Formulate and administer policies and procedures for the business and financial operations of the University, including general accounting, accounts payable and travel accounting, payroll, student billing and collections, banking and cash receipts, grants and contracts accounting, plant assets, endowments and restricted funds, debt service, investments, and gift accounting (including stock gifts).
- Maintain records and provide required documentation to support compliance with university debt obligations.
- Oversee the outsourcing of banking, investment, debt service, or other services provided, and maintain relationships with providers to ensure an adequate level of service is obtained by third-party providers.
- Other duties as assigned.
Education & Experience
Minimum Qualifications
- Graduate Degree (Master's Degree in Accounting).
- CPA certification required.
- Minimum 7- 10 years of experience that includes accounting, management, supervision and oversight of complex accounting systems.
- Thorough understanding of the financial statement risk assessment process; including a broad knowledge of risk factors, inherent and control risks, proper mitigation of identified risks, and an appropriate and efficient system of internal control to adequately address identified risks.

- Demonstrated ability to Manage a complex office environment.
- Demonstrated ability to Stay abreast of accounting principles, federal and state laws, and regulations.
- Demonstrated ability to Prepare financial statements and other financial reports.
- Demonstrated ability to Understand higher education tax issues.
- Demonstrated ability to Manage the cash flow needs of the University in accordance with applicable laws and policies.
- Demonstrated ability to Maintain working relationships.
- Demonstrated ability to Effectively delegate and follow up.
- Demonstrated knowledge of Generally Accepted Accounting Principles, procedures and practices - preferably in higher education.
- Demonstrated knowledge of Business office management and systems.
- Demonstrated knowledge of Operation and management of Accounts Receivable, Accounts Payable, Payroll, Property Inventory, Loan Collection, Federal Grant and Contract Accounting.
- Demonstrated knowledge of Investment management and reporting.
- Demonstrated knowledge of Computerized accounting systems and report generation.
