Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the leadership of the Director, Risk Management, this position is primarily responsible for administering, developing, and implementing policies and procedures for ensuring the security and integrity of the daily operations of LAHSA Enterprise Grant Management System (EGMS). LAHSA EGMS is the primary point of access for organizations applying for and receiving LAHSA funding. LAHSA EGMS is also critical to grantmaking workflows, legal compliance, communications, documentation, reporting, and payment. As the EGMS expert, the position is primarily responsible for systems administration, staff training, specialized reporting, and technical assistance for staff and external stakeholders. The Grant Management Systems Administrator works cooperatively with LAHSA staff to develop solutions for tracking needs and/or issues. This position will be a technical liaison between IT staff and the external vendors. The Grant Management Systems Administrator works independently, exercising judgement and discretion with multiple staff levels.
This position is responsible for the daily operations of the Audit and Investigation division at LAHSA. This position is responsible for conducting intensive investigations surrounding allegations of fraud, waste, and abuse, including collecting and evaluating evidence, determining violations of laws and regulations, preparing requests for criminal complaints, and assisting in the prosecution of cases. Incumbents must exercise a good working knowledge of techniques, laws, and regulations. Additionally, the individual may coordinate and collaborate with others to meet performance outcomes, requirements, and compliance. When directed, they will also act as the representative for the organization in cultivating and maintaining collaborative working relationships with staff, partners, key stakeholders, and other community partners.

LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 6% of the employee's salary with a qualification date of 500 hours or 6 months after the date of hire.
Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.
Time Off Administrative Leave

Essential Job Functions
- Conduct objective, fair, thorough, unbiased and timely investigations into allegations of fraud, waste or abuse committed by internal staff or subrecipients of LAHSA.
- Responsible for tracking and coordinating responses regarding any allegations of internal staff or subrecipient fraud, waste, or abuse.
- Prepare and coordinate internal and subrecipients fraud, waste or abuse assignments and obtain relevant evidence and document relevant information.
- Review and research evidence/documents to analyze the overall fact pattern of claim and synthesize data into a professional report with recommendations.
- Manage and prioritize various caseloads effectively and efficiently to achieve positive results.
- Coordinate investigations with LAHSA funder and key stakeholders, including Los Angeles County Office of Investigations.
- Liaise with LAHSA management and other stakeholders, including funders to resolve investigative and compliance issues.
- Initiate, maintain, and revise policies and procedures for the general operation of the division and its related activities to identify and promptly address investigative and compliance issues.
- Identifies potential areas of compliance vulnerability and risk for LAHSA, develops and implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
- Conduct training, workshops, and any necessary technical assistance to LAHSA staff and LAHSA contractors.
- Maintain integrity of information obtained and comply with established information request and maintenance requirements.
- Act as an independent review and evaluation body to ensure that allegations and compliance issues are being appropriately evaluated, investigated, and resolved.
- Provide back-up coverage for other functions within Compliance, including, but not limited to third party audit coordination and internal audit.
- Adheres to policies and procedures to ensure alignment with federal and state regulations, local ordinances and LAHSA directives.
- Keeps apprised of all laws, regulations, statutes, rules and policies affecting LAHSA and homelessness.
- Communicate with diverse stakeholders to ensure compliance.
- Provide reports on a regular or ad hoc basis.

Knowledge, Skills & Abilities
- Demonstrated experience in Uniform Guidance, Accounting Standards, Audit Standards, Internal Controls or Risk Analysis.
- Knowledgeable in Federal Statutes and Regulations, such as HEARTH ACT, HUD Emergency Solution Grant, HUD Continuum of Care, HUD Community Development Block Grant, DPSS CalWORKs Housing Support Program, John H. Chafee Foster Care Independence Program.
- Proficient in MS Office applications including Word, Excel, Outlook and PowerPoint.
- Computerized information systems used in financial and or accounting applications.
- Web-based software applications for client level and aggregate program data, such as Homeless Management Information System (HMIS).
- Ability to work independently and manage workload.
- Demonstrated ability to exercise solid judgment and discretion in handling and disseminating information.

Training & Experience
- Candidate must possess a minimum of two (2) years of experience in fraud investigations.
- Certified Fraud Examiner (CFE), preferred
- Bachelor's degree is related field preferred
- Experience in federal, state, and local government grants
License Requirement
- A valid California Class C driver's license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.
Schedule
- The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA's business needs.

- Three (3) to six (6) years of employment, one hundred twenty (120) hours per year.
