JOB DESCRIPTION:
Assist with the effective operation and management of District human resources functions so that quality staffing and practices are maintained. Assist in directing and managing the District's human resources activities to ensure legally sound and effective personnel management practices.
DUTIES and RESPONSIBILITIES:
  • Ensure that personnel operations contribute to the attainment of District goals and objectives.
  • Provide direction regarding certification and/or classroom assignments.
  • Analyze and verify official transcripts and degree(s) and teaching certificate(s).
  • Assist employees in Alternative Certification Programs.
  • Act as a liaison between Alternative Certification Programs and the District.
  • Check recommendations and transfers for certification and appropriateness.
  • Monitor certification and licensing information of certified or licensed professionals.
  • Work cooperatively with principals in assignment of teachers according to TEA certification assignment criteria.
  • Process TEA certification permit applications and monitor permit status.
  • Research and maintain current information on TEA certification rules, certification requirements, processes, and testing dates.
  • Oversee certification, testing, and permit status communications with employees to ensure completion of requirements within established timelines.
  • Verify highest degrees, years of service, pay grade, pay step, and number of days for salary purposes.
  • Administer the stipend program.
  • Determine equitable salary for new employees.
  • Work cooperatively with the Payroll Department to ensure accuracy of wage, salary, and stipends.
  • Research irregularities with years of service records and provide solutions.
  • Recommend and implement updates to computerized records system.
  • Prepare, record, and distribute correspondence, forms, contracts, and letters of intent.
  • Prepare the administration and verification of all professional contracts.
  • Process teacher applications and verify certification with the Texas Education Agency (TEA), universities, colleges, and education agencies in other states.
  • Analyze District teaching assignments and provide recommendations.
  • Administer and oversee the hiring process and orientation for new employees.
  • Make recommendations regarding the preparation and revision of job descriptions.
  • Maintain computer and physical database of certified and licensed staff.
  • Oversee the certification and associated documentation requirements.
  • Monitor the maintenance of personnel records as required by the Texas Education Agency and board policy and prepare necessary reports.
  • Work cooperatively with the Technology Department to ensure personnel systems function efficiently.
  • Use management practices that promote teamwork and collaborative decision making among staff members.
  • Participate in professional development activities to maintain current knowledge of human resources rules, regulations, and practices.
  • Maintain confidentiality.
  • Regular attendance.
  • Other duties as assigned.
  • EXPERIENCE:
    • Three years successful administrative experience
    • Three years of personnel administration
    QUALIFICATIONS:
    Education/Certification:
    • Bachelor's Degree

    Special Knowledge/Skills:
    • Extensive experience in Human Resources, compensation administration, and job analysis
    • Knowledge of wage and salary, and employee communications programs
    • Ability to exercise judgment in decision making
    • Strong communication, public relations, and interpersonal skills
    • Ability to interpret policy, procedures, and data
    • Effective communications skills with applicants, staff and public
    • Exceptional analytical and problem-solving skills
    • Ability to use personal computer and software to develop spreadsheets and databases
